lawsuit filed by Portland Police Capt. Mike
Garvey against the city and former Chief
Charles Moose has been dismissed by a federal
court.
He claimed he was demoted because he is
gay and was embarrassed by leaks to the media
during an investigation about his conduct. A
U.S. magistrate judge cited lack of evidence
when he handed down his decision to dismiss
the case Feb. 7.
In 1996, Garvey was accused of paying male
escorts for sex. Although a grand jury ultimate
ly decided not to indict, he did receive an 18-
day suspension for violating the bureaus stan
dard of conduct.
