KGW -TV officials promised that Dr. Laura
would be previewed before broadcast and that the
station would not air my episode with defamato­
ry comments about any group of people. Tinker
complained to program director Brenda Buratti,
“Sounds like gay bashing to this lesbian grand­
mother— did you keep this program off the air?”
KG W responded that Dr. Laura was pre­
empted O ct. 11 because of a baseball game.
Buratti told Tinker she is taking every opportu­
nity to pre-empt the controversial talk show.
Dr. Laura has been losing big national adver­
tisers since its debut Sept. 11, but smaller
national and local sponsors still are buying time.

approved. Proponents argue that 32 states have
the system and that none have experienced a
drop-off in testing.
Wasserman stressed that the names reporting
system would affect few people. O f more than
100,000 H IV tests administered last year in Ore­
gon, fewer than 300 people tested positive. “Less
than one-half o f 1 percent will be in the sys­
tem,” Wasserman said.
Anonymous HIV testing would continue to
be available to Oregon residents under a names
reporting system.
Health officials and epidemiologists insist
names reporting helps them track HIV and pro­
vides vital information for prevention and edu­
cation measures. More importantly, they say, is
the ability to provide referral and early treat­
ment information to those testing positive.
T h e Oregon Medical Association and the
Conference o f Local Health Officials both are
supporting the proposal. But activists and many
HIV-related groups across the state have come
out in opposition.
Even Cascade A ID S Project, which has
remained relatively neutral about the proposal,
denounced it during the hearing. But it said it
would come around if the Department of Human
Services, Oregon Health Division and county
health departments made some changes: education
efforts, including Spanish-language images and
messages; updated training for service providers;
and new confidentiality laws and policies.
Wasserman said he will review the testimony
from all four hearings and other information
during the coming weeks. He expects to make a
decision about the proposal in December.

C ascad e A ID S Project, the states largest
✓ provider o f housing and related services to
families and individuals with HIV, has been rec­
ognized by Oregon Housing and Community
Services for its efforts with lower-income Orego­
nians. T he award was presented during the
Poverty Conference on Oct. 3 in Eugene.
During the past year, C A P ’s Emergency Hous­
ing Service provided 38 client households ineligi­
ble for shelters or waiting for housing placement
with a motel voucher. The service also assisted
more than 200 families with rent. Other clients
received assistance to avoid evictions.
C A P ’s transitional and permanent housing
program has 60 sites, ranging from shared hous­
ing to four-bedroom units. It serves families,
women o f color and minority populations in
Multnomah, Washington and Clark counties.
T he agency will continue developing units of
housing in Portland and Washington County.

he Oregon Health Division got an earful
during its final hearing about a proposal to
report the nam es of people testing positive for
HIV. The O ct. 23 forum at Portland State U n i­
versity drew a standing room only crowd.
Dr. Martin Wasserman, who recently took
over the helm of the health division, said the
situation “looks like a crisis situation," referring
to the significant public outcry against names
reporting. He said the timing has been bad
because he is new to the position and people
don’t know him yet.
“We’re going to make a decision that should
make people healthy,” Wasserman said. He
insisted he has not seen a single breach o f confi­
dentiality during his 18 years in similar positions.

leading social service agency recently reis­
sued nearly decade-old statistics about gay,
lesbian and bisexual youth who live on the streets
of the country’s biggest cities. Some homeless
advocates say the numbers have increased.
According to the 1992 Advocate article
"Throwaway Kids,” 20 percent to 40 percent of
the 1.3 million kids who become homeless each
year are gay, lesbian and bisexual. The National
Network of Runaway and Youth Services com ­
piled the statistics.
About 40 percent of homeless youth in Seat­
tle identified as a sexual minority, according to a
survey conducted by the Orion Center in the
Emerald City. Researchers say in many cases
children are kicked out after their parents learn
of their homcxsexuality. j n
