the final draft of a plan for bringing strategic
support to Multnomah County’s sexual minori­
ty youth. A team brought together by County
Commissioner Sharron Kelley wrote the plan.
The strategy does not include any specific
activities, a timeline or a budget. Planning team
members expect these details to be addressed
after the strategies are approved or revised.
The primary objective of the plan is to
increase support for sexual minority youth in all
parts of Multnomah County. The plan identities
available community resources and recom ­
mends activities in six areas of strategic oppor­
tunity: youth development, education, social
activities, system developm ent, health and
social services, and advocacy.

Gays, its Oregon State Council and its Port­
land chapter will play host to an evening with
activist and celebrity mom Betty DeGeneres,
Susan Carmel and the Portland G ay M en’s
Chorus on Oct. 28 at the Vintage Plaza Hotel.
The reception and dinner are part o f the
national organizations annual meeting, which
will he held from 3 to 5 p.m. Alm ost 100 mem­
bers from across the country are expected to visit.
Executive director Kirsten Kingdon said the
organization looks for a meeting location where
PFLAG would he welcome and an area with a
strong state council and local chapters. She said
Portland particularly was chosen because of the
Oregon Citizens A lliance’s anti-gay Measure 9,
which members fear could lead to similar laws
across the country.
PFLA G ’s Oregon State Council was one of
the first to form, Kingdon said. Sh e said mem ­
bers were forced to organize because of earlier
anti-gay ballot measures in 1992 and 1994.
In addition to annual housekeeping, includ­
ing the election of new board members, the
meeting will include strategic planning sessions
with both the Oregon and Washington state
councils. Several pending changes to P F L A G ’s
bylaws will be addressed as well.
Among them is a bylaw to recognize non-
geographical affiliates of PFLA G such as the

Transgender Network. Kingdon said that some
groups reach people throughout the country and
that officially sanctioning them would offer
more support and make growth easier.
DeGeneres, the mother of television star Ellen
DeGeneres, recently penn edjust a Mom, which
will be available for $21.95 during the event. A
total of 10 percent of the proceeds from book sales
by PFLAG will be donated to the organization.
Carm el is a former president o f the Seattle
chapter and now serves as president o f a notori­
ous PTA chapter. Her leadership resulted in the
group being the first to recognize the needs of
sexual minority students.
Tickets to the reception and dinner, which
will begin at 6 p.m., are $250 a person or $400 a
couple. A reception-only ticket is $40 for mem­
bers or $50 for nonmembers.
P FLA G , based in W ashington, D.C., has
more than 80,000 members and supporters and
more than 440 chapters nationwide. The group
works to end prejudice against sexual minority
communities.
