Pride Northwest launched the Spirit of
Pride awards in 1993— the year after the
volatile Measure 9 campaign, a divisive
ballot-initiative struggle over gay and
lesbian rights.
Despite its loss at the ballot box,
M easure 9 ’s sponsor, the Oregon Citi
zens A llia n ce , was back on track with
Measure 13, a watered-down version of
Measure 9 th at was poised for the
N ovem ber 1994 ballot. During
