L Trying to do his part to counteract the administration’s stance, businessman George Soros announced April 23 he’ll donate $1 mil lion to finance needle exchange programs, Reuters reports. According to government figures, of the 652,000 U.S. AIDS cases reported to date, near ly 40 percent are linked to injecting illegal drugs. Needle exchange programs are supported by the American Medical Association, the National Academy of Science, the National Institutes of Health and most patient advocacy groups. Soros, who also gave $1 million in 1997 for the same purpose, called on private donors and local governments to provide program funding if the federal government continues to refuse to do so. Upon making his donation Soros said, “It has been scientifically proven, and the federal government agrees, that making syringes readily available to addicts reduces the spread of HIV and does not encourage drug use.” Meanwhile, politicos—such as Barry McCaffrey, head of the Office of National Drug Control Policy—who defend the ban on fund ing the programs, criticize needle exchange as sending the wrong message to young people. “We know what it’s like in the culture gener ally,” admits Eck. “There are many people who are still very uncomfortable with this issue, so I’m sure that will be the case here.” While she may be bucking tradition in one sense, Eck insists she’ll continue the 68-year-old custom of being host to a weekly housemaster’s ky ings and ueens tea.
