ALABAMA
Jumping on the somewhat premature anti-same-
sex marriage bandwagon, G ov. Fob Jam es signed
an executive order in August banning recognition
o f sam e-sex marriages. The order, effective im m e­
diately, prohibits probate judges or anyone else
authorized to issue marriage licenses from issuing
one to a sam e-sex couple. It also denies state
recognition o f sam e-sex m arriages performed in
any other state or any foreign country.
ARIZONA
W orried that a disgruntled citizen intended to
out him, Tem pe M ayor Neil G uiliano stated at a
C ity C ouncil m eeting Aug. 2 8 that he is gay.
G u iliano’ s decision to reveal his hom osexual­
ity was prompted by his b elie f that a local citizen,
upset over the c ity ’s decision to w aive fees for
next year’ s G ay Pride Festival, was planning to
announce G u iliano’ s sexual orientation during
the meeting.
CALIFORNIA
Starting in January 1997, the gay and lesbian
com m unity can add its very own co m ics news
service to the ranks o f publications targeting the

The Advocate, the oldest gay and lesbian
newsmagazine in the country, recently named its
first fem ale editor-in-chief. Judy W ieder, for­
merly executive editor o f the publication, re­
places J e f f Yarbrough, who resigned from the
m agazine to pursue other interests.
W ieder join ed The Advocate in 1993 as enter­
tainment editor.

A Santa R osa Junior C ollege m athem atics
instructor finally decided he could no longer keep
up the charade. D ick G iles appeared in class last
month dressed as Diane. For the married father o f
10 the tim e had com e to reveal that he is a
transvestite.
O ver the summer, G iles, 58, decided to com e
out and began dressing as a woman full time. His
w ife, who has known about G ile s’ transvestitism
during their entire marriage, supported his d eci­
sion to stop hiding his true self.
Administrators at the college said G iles can
continue to teach as long as his change does not
interfere with his duties.

In his concern about jeopardizing the c ity ’ s
needle exchange program, San F ran cisco M ayor
W illie Brow n has decided not to declare a city wide
state o f em ergency to allow the use o f m arijuana
for m edicinal purposes.
In August the city ’s Cannabis Bu yers’ Club
was raided and closed by state narcotics agents.
San Francisco officials had planned to allow the
continued distribution o f m arijuana by declaring it
a health em ergency, however, the needle exchange
program has been operating illegally for the past
three years under the protection o f a sim ilar health
em ergency order. City officials are negotiating
with the state attorney general’s office to allow
another organization to distribute marijuana to
people with A ID S, cancer and other illnesses.

T he San Francisco Board o f Supervisors voted
unanimously Aug. 12 to allocate $ 1 .2 million to
buy the property where supporters hope to con ­
struct a Lesbian and Gay Center. T he City ’ s money
is the first substantial contribution received by the
project’s board. It will fund the purchase o f a lot
located at Market and Octavia streets.
W hen the planned 3 8 ,0 0 0 -square-foot building
is completed it will house a gay-oriented city store
and bookstore, an information desk, meeting rooms,
a lounge, a 200-seat auditorium and offices for
local gay and lesbian nonprofit organizations.

held in San Fran cisco last month, attendees were
presented with a mayoral proclam ation declaring
Aug. 17, 1996 “ Bisexual Pride Day in San Fran­

A new W orld W ide W eb page devoted to
studying trans-related violence was launched last
month by GenderPA C. T he W eb site contains the
full text o f the national “Study on T rans V iolen ce.”
Those accessing the W eb site will be able to
participate in G enderPac’ s survey o f violence
against m em bers o f the trans com m unity. T he
survey is directed to anyone who is trans-identi-
fied, gender-variant or gender-queer. Surveys are
anonymous and confidential.

An inmate in a federal prison in M ilan was
indicted last month for attempted murder for
allegedly raping two fellow inmates when he
knew he was
in fe cte d with
HIV. Prosecu­
tors claim Jerry
L. M orrison, o f
Springfield,
111., knew he
was HIV posi­
tive when he
forced the other
inmates to have unprotected sex with him. One o f
the inmates has since tested positive for HIV.
M orrison faces a sentence o f life in prison.
MISSISSIPPI
Not to be outdone by other states, G ov. Kirk
Fordice last month issued an executive order
banning sam e-sex marriages. Fearing that som e­
day, som ehow, sam e-sex couples might be able to
marry in another state and then demand legal
recognition back home in M ississippi, Fordice
announced at a news conference that his action
would defend the sanctity o f traditional marriage.
