APA condemns use of AIDS epidem ic for prejudice, discrimination Given current evidence that persons do not becom e infected with the AIDS virus th ro u g h casual contact, “ the Am erican P sychological Association deplores the exclusion o f persons with AIDS o r those suspected o f having AIDS from housing, em ploym ent, education o r necessary profes sional services,” says a resolution adopted by the N ational Association o f Psychologists. APA “ condem ns use o f the AIDS epidem ic as a vehicle fo r fostering prejudice or dis crim in a tio n against any group o r individual," says the resolution adopted February 1 by the APA C ouncil o f Representatives, the policy m aking body o f the 61,000-m em ber profes sional and scientific society. "U ntil there are em pirical data linking specific tests with the eventual developm ent o f AIDS, the Am erican Pscyhological Association condem ns indis crim ina te testing to detect exposure to AIDS." APA says that psychosocial and m ental health aspects o f AIDS shuld be stressed in treatm ent, research, and prevention pro gram s, and urges that m ental health services fo r persons w ith AIDS, AIDS-related co n d i tio n s o r an exaggerated fear about the threat o f AIDS "should be widely avaiabie." How ever, w hile noting that identification o f per sons exposed to the AIDS virus is “ a m ajor public health goal,” APA urges that the co n fi dentiality o f patient records be protected. APA supports increased funding for public education regarding AIDS and calls on psychologists "to com bat irrational public fears" o f AIDS through teaching, public lectures, counseling and therapy, consulta tio n, and research. The resolution was de veloped by the APA C om m ittee on Lesbian and Gay Concerns and the APA Board of S ocial and Ethical Responsibility for Psychology. From both sides of the mouth Gay vets get base exposure O n February 5 President Reagan requested the Surgeon General prepare a “ m ajor" re po rt to the Am erican people on AIDS. On the sam e day, he went on to propose citing the federal budget for AIDS research and care program s. The original Reagan budget for AIDS research and treatm ent for fiscal year 1986 was $85 m illion. Congress subsequent ly appropriated $234 m illion. This year’s Reagan budget proposes $213 m illion on AIDS, or $21 m illion less than Congress al located last year. The proposed cuts include $ 14 m illion fro m research into therapeutic drugs. The (J.S. Surgeon General, Dr. C. Everett Koop, has had to date little involvem ent in AIDS research o r publicity. Reagan claim s, “ One o f our highest public health priorities is going to continue to be fin d in g a cure fo r AIDS.” The Gay Veterans A ssociation is placing an in fo rm a tio n brochure in tw o hundred m ilitary installations across the U nited States. This action com es after several m eetings w ith the GVA and the D irector o f Legislation and Legal Policy fo r the D epartm ent o f Defense, C ol onel Thom as R. Cuthbert. GVA President, John Paine, says the deci sion on the part o f the D epartm ent o f the Defense represents an im portant m ilestone fo r the Gay Vets in their quest fo r form al recognition by the arm ed services and vete rans organizations.
