Recall of Public Officers.
Question:
Shall a recall election be required
upon petition o f fifteen percent of the
gubernatorial electors in a public o ffi­
cer’s district?
Explanation:
Amends Oregon Constitution. A recall
election of a public officer now require a
petition from twenty-five percent of the
num ber of legal voters who voted in the
public officer’s district at the preceding

Amends Constitution. Lim its real ,
property tax to lesser of 1 Vi % 1981 as­
sessed value as adjusted or am ount
levied for 1983-84. Taxes for authorized
debts exempted. Assessed values may
increase 2% annually. Requires state-
financed renter relief. New or increased
taxes require majority vote o f 50% of
legal voters of taxing u n it Specifies two
tax election dates. Lim its licenses, user
fees and service fees to actual cost. Ex­
empts Social Security benefits from
taxation.
Estimate of Financial Effect:
The im pact o f the passage o f this
measure is based on existing laws and
appropriation levels in effect on A ugust
3,1984. In addition to a revenue im p act
on local governm ent units, passage o f
this measure will have the follow ing
financial im pact on state governm ent.
H o m e o w n e r a n d R enter R e fu n d
Program (HARRP) will not decrease in
1985, but will decrease by approxim ately
$1.5 m illion in calendar year 1986 be­
cause total property taxes will be reduced.
Income taxes for corporations will in ­
crease by approxim ately $3.2 m illion
and personal incom e taxes will increase
approxim ately $12.6 m illion for a total
increase o f approxim ately $1.58 m illion
in calendar year 1985. A decrease in
property taxes means less deductions
for purposes of O regon incom e tax and
thereby produces these increased in ­
com e tax revenues.
The measure requires that renters be
given property tax relief. At this tim e, it is
impossible to determ ine how m uch this
item will cost because the type o f renter,
i.e., agricultural, com m ercial, industrial
and residential has not been determ ined
