Peyton Human Relations Award to Fred M. Rosenbaum for “his contribution to the entire Portland community and his sincere dedica tion to serving and protecting the rights of low-income people.” Mr. Rosenbaum, a sales agent for Standard Insurance Co., served as board chairman of the Housing Authority of Portland from 1967 to 1980. In addition to the award to Mr. Rosenbaum, a special award was given to Dr. Frances J. Storrs, an associate professor of dermatol ogy at the Oregon Health Sciences University who served as chairman of a committee that examined the Portland Police Bureau’s system for investigating internal affairs com plaints in 1982. The committee recom mended the formation of the Portland Inter nal Affairs Auditing Committee. Dr. Storrs was also instrumental “in getting the ordi nance passed," Commissioner Charles Jordan commented as he introduced Dr. Storrs. The Portland lesbian and gay community was well represented at the awards luncheon with the Reverend Delores P. Berry of Port land MCC delivering the invocation; and by Keeston Lowrey, a MHRC member for several years, who served as chairperson of the 1983 Russell A. Peyton Awards Committee. Brown, formerly Multnomah County’s director of Justice services and now the Houston, Texas, police chief. Speaking before a crowd of about 250, Brown paid tribute to Dr. Martin Luther King and said he regretted not having been with King during his many civil rights struggles, and he spoke frequently about the need to fight against social inequity. He spoke of the need to take action and "speak the truth for what we know to be right" and to take sides in the confrontation be tween those forces that seek to change soci ety and those that seek to maintain the status quo.” He blamed the growth of crime on "the disparity between rich and poor, the haves and have nots, the majority and the minority” and said it was a “constant reminder that our vision of equality has been blocked.” "There is going on in America a game of pretending," Brown said. “There are those who would contend that there are not prob lems associated with being non-white and poor in America."
