5th gay civil rights
law defeated
in 1983
In all legislative sessions since 1973 propo­
nents of gay civil rights in Oregon have at­
tem pted to force passage of legislation ex­
tending guaranteed civil rights on the basis of
sexual orientation.
In the 1983 session, during debate on SB
319, this session’s omnibus gay civil rights
bill, Senator Walt Brown (D.-Milwaukie) said
the bill should be defeated because gay
people “already had adequate protection un­
der current law, since existing statutes pro­
hibit discrimination against the physically
an d m entally handicapped .”
That Senator Brown was able to feel safe in
saying what he did must be of intense con­
cern to every person who believes in fairness
and equality in this state. It has been rumored
that Senator Brown is thinking about running
for Congress in the Fifth Congressional
D istrict
1983 is an election year, the first of which
will be a state-wide special election on a sales
tax in late March.

Oregon activist
takes D.C. job
After seven years of activity for gay civil
rights and political strategy working with gay
civil rights workers in Oregon, former
director of the now defunct Portland Town
Council and former director of Phoenix Ris­
ing, Jerry Weller left Oregon last summer to
take a job with the Gay Rights National Lobby
in Washington D.C.
Weller had been active in national politics
for a good part of the years he lived in Ore-

due on Tri-Met
After an 18 month dispute with Tri-Met and
W inston Network Inc., Tri-M et’s advertising
agency, the Portland Feminist W om en’s
Health Center can now advertise abortion
services on Tri-Met buses.
In July, 1982, the Health Center was told
that Tri-M et could not accept Health Center
ads for abortion services because “abortion
is a sensitive issue." In November, 1982, the
gon. Weller was one of the founders of the
annual Lucille Hart Dinner held each October
in Portland. The Lucille Hart Dinner is spon­
sored by the Right to Privacy, PAC, and was
able to raise about $23,000 last October. The
m oney raised will be distributed to candi­
dates who are com m itted to gay civil rights.
Weller has been credited with keeping
Oregon in the forefront of gay political ac­
tivism during most of the past decade. His
lobbying efforts kept the gay civil rights issue
continually before legislators in and out of
session.
So far, no one has stepped forward to fill
the gap left by W eller’s departure.
Health Center filed a suit against Tri-Met and
the advertising agency, arguing that abortion
services were not political and should be
allowed.
In the settlement, all parties agreed that
advertising abortion services does not consti­
tute political advertising, and the suit has
been dismissed. Initially, the Health Center
will be allowed to advertise at the public
service rate for 90 days, then at the same
public service rate on a m onth-to-m onth
basis.
