Resides the improvements vvhich have been noticed under the above headings, the Common Council have by ordinance, provided for improving certain Btreetjt, as follows the esti mates for the same not having as yet been made: , Twelfth street, grading, sidewalks and crosswalks, between Columbia and Montgomery streets. J by the city in 1880 aggregate a total E street,' grading, sidewalks and crosswalks, between North Four tccnth street and city limits, and Hal! street, grading, sidewalks and cross walks, bet. Ninth and Thirteenth streets. HOX DRAINS, have been laid under ground, with catch-basins at street intersections, for the purpose of carrying away the sur face rain water from the district le tween Clay and Lincoln streets. This work has been done at about one-third the cost of a more permanent improve ment, but will not be generally useful, nor should it ever be permitted to be used for sewer purposes. As yet the catch-basins are not completed and the drains are not in full operation. It is unfortunate that they were not en tirely completed before the rainy sea son began, though but very little re mains to be done to make them com plete. There is a drain in Montgome ry street, from Tenth to Sixth; in Sixth street, from Montgomery to Clay; and in Clay, from Sixth street to the river; and also a tributary drain in Eighth street, from Short street to Montgome ry; in Seventh street, from South street to Jackson; thence down Tack- son to Sixth; and thence down Sixth to Montgomery; and In Third street from College street to Clay. The work now done on these drains amounts to about $7,000, and it will require about $2,000 more to complete them. SKWRRS. During the past year the city has constructed more than four times as great an amount of street sewers as was laid in 1879, having constructed terra cotta pipe sewers: In Madison street, from Eighth street to the Willamette. ' In Oak street, from Seventh street to the river. In Alder street, (continued) from Fifth street to Ninth street. In Morrison street, from Sixth to the river. In Main street, from Twelfth street to the river. In Taylor street, from Seventh street to the Willamette river. The sewers In Main and Tavlor streets lack some finishing work, such ar re-filling small portions of trench and nuttintr finishim? tnurhn nn f-s ! catch-basines, etc., but are already in '.f.l, an.!!.. IT. I length of 15,396 lineal feet, against 3,810 feet in 1S79, and cost J5,6oo, or M per foot for the seWcr complete, including grading, man-holes, lamp holes, catch-basins, etc., which is con siderably less than the construction of sewers cost a few years Ago. The city has also connected the waste pipes, wa ter closets, etc., of the police building and No, a's engine house, with the Oak street sewer, at a cost of about $300. GKNKHAI. WORK! During the past year 306 permits for doing street work have Wen issued to privato parties, against aoj in the year 1S79, and 170 in 1878. Under such permits a large amount of street im provements have been made during the year, and a considerable amount has been accomplished as repairs to the im -provemcnts of former years, and tuk ing together all the improvements made as above set forth, the aggregate total amount of work done upon the streets of Portland during the year 1880, as shown by the forthcoming annual re port of the City Surveyor, will be found to have cost about $140,000, or nearly twice the amount of the year 1870, which was one of unusual activity in street work. TIIR KKHUI.T. In view of the fidelity of' the mem bers of the Common Council in econ omically conducting so much business without compensation, a high appreci ation of their labors is due, and partic ularly to the Committee on Streets and Public Property Messrs. J. S. Keller, Henry Hewed and Donald Mackay, the latter recently succeeded by Mr. W. II. Andrus who have had direct control of all street matters. The city ofliccrs who diaw pay are entitled to some consideration, but they probably prefer their salaries to the glory of spending their time and talents for the city for empty honor of working for nothing and receiving the blessings (?) of every man who thinks he could have done better.
