granted a franchise in this city, but on the contrary, we believe that a fran- j
chise, granted upon reasonable terms and conditions would be of mutual ad- 1
vantage to both the company and the city, and we think that the council and
the citizens of Jacksonville, are perfectly willin to grant a franchise upon terms
that are just. We do insist however that no franchise should be grant»! to the
Rogue River Electric Co. or to anyone else upon the night of the introduction
of the ordinance embodying it nor until the ordinance has been published
that the public may learn all the terms and conditions of the grant. That
part of the present charter which it is proposed to amend contains good I
