THE MAYORS MESSAGE.
To the honorable council of the city of Jacksonville
by a provision of the city charter it is the duty of the
mayor at the end of his term of-office to make a state
ment of the conditions of the affairs of the city and to
recommend such measures for its government as he shall
deem expedient and necessary. In complying with these
requirements I hereby submit the following recommenda
tions: In my statement to the council in February 1910,
I recommended that cement walks be constructed on the
business streets of the city, and now I am very much
pleased to be able to say that these walks have been con
structed, for which I wish to thank the citizens for re
sponding so promptly in building their walks, other citi
zens seeing the benefit derived from these walks have been
encouraged to build walks and there is at this time many
walks in course of construction and many others contem
plated at a special election held on Aug. 1,1910 the citizens
of Jacksonville voted $30,000 of water bonds to construct
a system of water works for the city which I hope to see
installed during the year of 1911 as it is in course of con-
at this time. Owing to the limited amount of funds at our
disposal the city has not been able to do but a limited
amount of work on its streets, we have repaired them in
many places and constructed some'substantial bridges and
also some very good cross walks are in course of construct
ion which will be very convenient especially for people
having business at the county court house. In conclusion
I wish to thank the members of the council, the city at

the pleasant relations existing between us ,in the past
year and hoping fora continuance of the same, I re
