PORTLAND LETTER., Portland aids in making the State Fair a success-Good Roads Associatiton at work JACKSONVILLE, JACKSON COUNTY, OREGON, SEPTEMBER 24, 1910 Reports from the immigration officials of the railroads are to the effect that this travel will be heavy and that a large number of new citizens will reach Oregon this year. People of the state should make special efforts to welcome the newcomers and make them feel at home in their new environment. Help should be given in helping them find suitable locations. Oregon people have a distinct duty to perform in giving aid and comfort to the homeseeker who will be with us in large numbers this fall. • Chehalis, Washington, is doing some good work in advancing new methods of burning out stumps on logged off lands. The citizens Club of Chehalis recently held demonstrations of the char pit method of burning stumps and the tests were very successful. It is thought the general adoption of this means of clearing cutover lands will be of great value to the Pacific Northwest. No tuition shall be paid for a high school pupil to any district, except to the district in which his parent or guardian shall actually reside, during the time of said pupil’s attend ance in such district; provided, that tuition may be paid for a high school pupil to a district other than his resi dence district if the high school is not in session in the residence district of such pupil; or if such pupil has com pleted the course of study offered in his residence district; or if he has obtained the consent of the county high school board to attend school in a district other than his residence district. Sec. 11. All teachers employed in high schools in this state shall be graduates of the State Normal School of this State, graduates of some insti tution of collegiate or university grades, or shall be the holder of a state certi ficate or a state diploma. Graduates of such institutions, upon registering their degree or diploma with the county superintendent, shall be entitled to teach in high schools without any further examination. Sec. 12. Ail the provisions of this act shall also apply to any county that has heretofore, in substantially the same manner as provided for in this act, established a countv high school fund and provided for the distribution of the same.
