Portland, Ore., Feb. 22 (Special) The new packing plant of the Swift inter ests on the Peninsula is expected to start operations on March 14. Because of the magnitude of the work embraced in the Swift plans, there has been a de lay in the original project of nearly a year in getting ready for packing but the plant is now practically complete. The opening of the plaat means that 500 people will be employed at the start with the probability that the num ber will be doubled within the coming year. It will furnish a big livestock market for the farmers and stock rais ers of the Pacfic Northwest and other packing plants and factories for util izing side products of the packing hous es will be established. Work on what will be the tallest build ing in this state, if not in the Pacific Northwest, begins March 10, when construction of the new Yeon building will start. The structure will be built at the corner of Fifth and Alder streets and will be 15 stories in height. Like the new skyscrapers now going up in Portland, the structure would be a cre dit to any city of the country, Passenger service on 25 miles of com- I pleted road at the west end of the Southern Pacific’s Tillamook extension will be begun, it is expected, on April 1. Trains will be run from Tillamook to Vosburg, giving service to Bay City, Hobsonvilie and other intermediate points. Meanwhile work is steadily going on across the Coast Mountains and by next Fall it is expected trains will run through from Portland to Tilla mook Bay. Washington’s birthday was celebrat ed in Portland by the planting of rose bushes in the parks and public squares of the city with appropriate exercises. Thousands of bushes were set out thoughout the city and the new plants will be blooming in time for the annual Rose Festival in June. City and state officials, together with representatives of foreign nations that contributed their native roses for the affair, parti cipated in the rose planting exercises. This has become an annual event in Portland and the custom is growing in favor each year. The planting of ros es at a time when many other sections of the country are still wrapped in ice and snow is also a splendid advertise ment of Oregon’s climate. Won't Need a Crutch. When Editor J. The Recall of Mayor Snell Washington’s Governor Re- at Ashland Results in fuses to Appoint a Japan- Victory for Snell. ese as Notary Public. The question of “when is a recall a recall,” was settled at Ashland Tues day, when Snell the present incumbent was elected by a sweeping majority over Grubb the candidate of the recall petitioners. Only 665 votes were cast of which Grubb received 218, or less than one- third. In the third ward the vote was three to one in favor of Snell and the first ward did nearly as well. The result was no surprise and shows clearly that the majority of the voters are with Mayor Snell in his efforts for the improvement of the town. Acting under the advice of the attor ney general Governor Hay has refused to appoint M. Olenick, of Everett, a Notary Public. The refusal was based on the grounds that as Olenick is a Mongolian he could not be legally na turalized and was therefore not a citi zen of this country and consequently ineligible to be appointed notary pub lic. Oregon will be given another con gressman, and possib'y two, it it be lieved, after the coming census is tak en. According to the basis of repre sentation expected to be fixed by the new census, one congressman will be allowed for every 224,000 of population. The basis at present is one representa tive for every 192,182 of population. It is expected the coming census will show a population for the state of close to 800,000. MILWAUKEE FUGITIVE. Arrested in Medford Tues- day Evening — Will be Taken Back to Answer Charge. John E. Roache, who has been a por ter at the Hotel Nash in Medford, for the past 18 months, was arrested Tues day night and will be taken back to Mil waukee to face a charge of burglary as well as one of jumping bail. Roache has been a fugitive from justice since March, 1905. He was arrested by De tective Maloney, who came here from Portland with Sheriff Jones. Thesher- iff was positive Roache was the man w anted, but had Maloney come down to make the arrest and identify the man beyond a doubt. In March, 1905, Roache was arrested in Milwaukee, according to the circu lars sent out by the authorities of that city, for burglary. He was at the time serving on the police force. He was re leased on bail and jumped his bonds. Since then he has been sought by the authorities- It is within the easy possibilities for Jackson county to alone finance that section of the road between Medford and the limit of the Crater Lake re serve.
