ence, neglect and lack of concerted

meeting of the trade and commerce
committee of the Merchants’ Ex­
change.
Steps were taken immediately to
organize a traffic bureau, with an ex­
perienced traffic manager in charge,
which will be a central organization
for the mercantile bodies of this city,
whose object will be to see that mer
chants, manufacturers, wholesalersand
jobbers of San Francisco receive rail­
road and water rates that will enable
them to regain the territory taken
away by other cities, particularly Los

agriculture and commerce found it ne­
