It is the policy of the Monitor to recommend
that when a man has made good in office to rt'turn
him, most especially in a legislative position. Mr.
Fuller has become acquainted with state affairs by
reason of his service as representative and if he is
returned will start with an acquaintance and ex
perience that will be of benefit to Polk county.
Then again, Mr. Fuller is public spirited, is an
enthusiastic and energetic worker in war work.
He is chairman of the county defense council ant
isg;ving unstintiiiRly, energetically, whole heart-
edly and honestly his best efforts and time to the
work this county has to do in helping to win the
war. Such men as Mr. Fuller are the class of
men needed for office and are such as you as

citizens want in the legislature. He is a busy
man and it takes the busy man to accomplish
things. The Monitor believes he should have no

opposition and discourages any one having the
political bee" buzzing in his bonnet coming out
for this position.
MOSER VS OLCOTT.
Under the forn er management the Monitor was
an advocate for Mi. lien Olcott lor governor ol
Oregon on the Republican ticket. Under the new
management the Monitor is favorable to Hon.
Gus C. Moserof Portland.
Our readers may wish to know why we have
selected Gus Moser as a candidate. Well, there
is a reason. The contest to our mind has narrow
ed down to Gov. Withycombe, Gus C. Moser and
Ben W. Oleott. We are not favorable o Withy-

In our study of the situation we can eliminate
all the various candidates as probable of success
but two, namely, Moser and Oleott.
We believe Moser will carry Eastern Oregon
and Portland. We know he will not be dictated
to by any of the trusts; we know that when he
takes a position in any public question he will

ed by the state we shall get a dollars worth of results.
As the contest narrows down to Withycombe on
one side and between Moser and Oleott on the
other we seek to find who should be eliminated to
defeat Gov. Withycombe and we choose Olco t for
this reason.
Oleott now has the second highest office in the
state that it is possible for the people to give him.
He is an efficient officer as Secretary of State. He
came before the people two years ago and asked
for their votes for that position upon (his merits
and was given that important trust on their belief
in those merits and the people have no fault to
find, but why should he use that oflic. as a step
ping stone to other political aspirations? He has
two years yet to serve. If he iu 11 initiated and elected he
jii8t changes oflice rooms and leaves to Gov. Withycombe
t!ie appoiutmetit of his successor. Th re is no position in
Oregon more important than that of Secretary of .State.
It carries $1500 a year salary, only $500 short of tho emol
uments of (Jovernor. His duties .make him auditor and

Hoard of Control which has supervision of all the state in
stitutions, is also a member of the Desert Land Board and
State Land Board and rnanyother boards and commissions
lie is ex-ofhcio member of the board of regents of tie

custodian of the seal of the state, compiles the election
laws, road laws, the blue book and session laws. He even
manages the fiscal allairs of the state. Keeps a racord of
all appropriations, funds, revenues, expenditures, disburse'
in en is and investments. He diitcts and superintends the
collection of all money due the stafe and keepg a semi-an
nual check on the State Treasurer.
In the olhceof tiecretaiy of State Oloott are about twenty-
two men and it is Mr. Oleott' duty to supervise and over
see all of the vast duties that keep this iminen e forcw of
men busy. Con -equently we feel that the people of Ore
gon owe it 10 themselves to see that Secretary Oleott ba
not taken from his present portion in which he is admit
tedly efficient and put into a new office, leaving the ollice
of secretary of State to the appointment of Governor. Mr
Oleott would probably make a good Governor, but the Mon
itor believes he is a better Secretary of State and we do
not want to ree the right of the people to vote and elect a
Secretary of State be frittered away for political prestige.
Our wish is that he be kept where he is and leave Gus C.

Moser was second four years ago when everyone prop
hesied him fourth anil fifth place, and with a bit? vote from
Eastern Oregou going to Moser, abetter than even break
in Portland, it is up to the Willamette valley to unite on
Mosur if they wish to win against Withycombe.
