HARNESSING OUR WATER POWERS
The Willamette valley liuu several streams capable of
furnislunc immense power for electrical purpose. Laige
corporations have already secured many of these and the
others are one by one being taken lip by corporations
that plan uaingthem for light and power purposes. There
is now one being projected from Lake Marion at the head
water of the North Fork of the Sdtitiam. This project 'f
completed would entail an expenditure of $2, OO.OOO ac
cording to the figurts given out by J. G Kelly, who has
completed preliminary surveys and plats of the project
Independent of the feature tint the power of Oregon are
passing into the hands of largo corporations, many of which
are an immense aid in valley development, this last project
interest the people of Polk county because according to
its plan and plats Independence, Monmouth and Dalian
geenis to be included within the radius of its development
work. The big railroads now being electrified and extend
ed require adequate wa'.er power for the immense gener
ating plants they must have and they should he aided in
securing these power sites beciuae of the immense public
benefit the wholo state will secure as a result of the net
work of trolley lines they are placing throughout the staie.
A city has the right to own its own light and water plant,
and a gravity water system if properly eelec'ed could easily
include power suflioient for furnishing electrio energy for
manufactures at a very low cost. Would it not pay Indt-
pendence now to look up the power possibilities available
and plan for the future of a live commercial center at this
point. By taking advantage uf our natural position, we
can build here one of tho best towns in Oregon , and nothing
will attract capital as quick plenty of cheap power for
manufacturing purposes.

honor for the month for not having made any uirdies during
the month; Smithfield, Red Prairie, L'wi.-ville, Fair Vie,
Cochran, Oak Point, Spring Valiey, .Montgonery, McTiiu
monds Valley, Concord, Lonu Star, liberty, Pioneer, Cheiry
Grove, Mistletoe.
The following schools have now become standard; Fair
View, Pioneer, West Salem, 15uena Vi-ta, Red Prairie, Or
ohards, Zena, Mounta'm View, Outline, Oakhurst, Lincol-i,
Liberty, Perrydale, Ward, Aid ie, Harmony, Fern, Mistletoe.
The Smithrield school lost its position as a standard
school on account of losing out on attendance
The attendance over the county for this past month has
been much bet ter as we liav.- a per cent of' ',)".:-, this places
our attendance for the year over the !)5 mark and we must
keep it there, every parent should do all p s.-ilde to wee that
the attendance is the best possible.
We have 1. ad man more visits by parents this month
than last as we had last month 108 whiie this month we
have 147, but not as many viidtsby members of the school

Buell, Hallston, Brush College, Harmony, SaltOreek, Pedee,
Red Prairie, Eola, Perrydale, Butler, Fair View, Klkins,
Bethel, and many oaienl-teaehers clubs have been orga
nized over the county.
All school children of the county now have ihe list of
articles for which prizes will b j offered at the school fail this
ill, and we hope that every parent, teacher, and member
of the school hoards will do all posi bio to help lha children
in this work.

THE PRINCIPLES OF JUSTICE
County govern mertwaa organized as partof our political.
democratic organization that exact justice might he admin-
etered and as a result the people choose some point as
center for that given section Dillag became the center of
Polk oounty and as it justly should, developed into a live,
up-to-date town, while the spirit of town pride became a
factor. Like all towns it is o impelled to have some within
its borders whoso visions are narrow and wallod in with
egotism and pelf pride. This class of people have one yard
stick by which they measure everything and the measure
is about three inches long. Sometimes this egotism takes
the form of poetic effusions that grace the front page of their
weekly effort. Oft times black, bold faced letters warp the
truth, sound reasoning becomes buried beneath the ambition
to display their brilliant writings properly. These people,
hemmed in hv their own ego, dream lovingly of the big"l"
and lo.ithtngly of t he little "you", until thedream becone
a reality, the hope a certainty, the depire a purpose which
finally finds its way as a lending article in their county
publicat on. Sad, sad thought; h id, bad dream.
CORVALLIS IS INVESTIGATING
The Commercial Club of Corvallis is investigating light
ing plants, cents, and plans to secure the best service for the
least money. The Gazette Times states Messrs Hilhbrand
and Swarthy, engineers of the O A. 0. faculty who went
to Albany to get information covering the Oregon Power
Company's operations in thiscity , say they were shown every
courtesy and given detailed information. They also exam
ine the Eugene plant and an expert u coming who will give
them information for lighting (he city at the least ex pence.
The Monitor believes in assteinof investigation before
jumping into any light i water deal and thinks a plan
bimilar to that at Corvallis would pay.
