Ortgoa's New Tax Law,
The following letter by Secretary
of State punbar, explaining the
features of the new tax law, will
prove of interest:
"Under the new law the state will
have no interest ia oouuty assess
ments or valuations hereafter. There
can be no excuse for not complying
with the assessment laws in the fu
ture, which provide that all prop
erty shall be assessed at its true
cash' value; "which is held to mean
the amount the property would tell
for at voluntary sale mad in the
ordinary course of business,
"The new law referred to is en
titled 'an act to proscribe the meth
od in which the state taxes shall be
apportioned between the several
counties of the state,' and provides
among other things, that in order
to ascertain the proportion of taxes
to be paid by the several counties,
the state officers shall ascertain
from the reports of expenditures of
the several counties, on file in the
office of the Secretary of State, the
average amount of expenditures in
each county during a period of five
years, and each county shall pay
such proportion of said state taxes
as its average' amount of expendi
ture (or said period bears to the to
tal amount of expenditure in all
the eoun ties of the state; such com
putations to be made in January,
1905, and in January each fifth
year thereafter. ,' ,
"Until the January 1905, com
putation, the proportion of the state
taxes to be paid by tne several
counties shall be as set out in a ta
ble which is based upon the assess
ments of the several counties for
the past five years and will stand
as fixed by the set, unless changed
by subsequent legislatures, until
Janua; 1905, when the apportion
ment of the state revenue will be
based upon the average expenditure
in each county as above noted.
"The new law does not apply to
the state levy already made for
1901. M-
,- Beginning with January, 1905,
the computations will be made on
the basis-of the average expend!
ture made by each county in the
administration of its affairs for the
years 1901 to 1904, 'inclusive, ex
cepting expenses for roads and
highwaya. It was presumed that a
premium will thus be set upon
economy; for tne object of each
county will be, of course, to lower
its expenditures not only for econo
my's sake, but to reduce the percen
tage of the state's revenue which it
it will be obliged to pay. ,
"The act will in the future do
away with ' decreased valuations
which have been returned by asses
sors each year since 1893; it having
been the policy heretofore for each
county to endeavor to 'get even'
with some other county that may
have returned a lower valuation
the preceding year. This course
will not have to be pursued in the
near future, but the assessments
may be doubled or trebled so far as
affecting any other county. JJnder
this law it will not be necessary for
publio opinion to support low valu
ations in the future."

Senator Cockerel, who has Just
returned from a trip through Cuba,
talks very interestingly of what be
taw. Among other things, he said :
"I was very agreeably surprised in
finding so much untilled land.
ComparaUvjely but small portion
of the soil of Cuba is in actual cul.
tivatlon. Many products which
would undoubtedly flourish there
are not even seen or cultivated. It
is capable of being a most produc
tive country lor all kinds of fruits
and vegetables as well as for sugar
cans and tobacco. Ths island has
a large number of harbors. From
what I could learn of our officers
who have been in the vsrious wa
ters around ths island, there are as
many good harbors at in all the
coast lines of the U. 8. As to tho
social conditions in Cuba one
agreeably surprised by a visit. 1
did not see a drunken man during
all the time I wu on the island. In
all my travels through the cities
and upon ths island I saw no beg
gars, with ths exception of two very
old colored men and a Chinaman,
who were on the platforms at the
stations ready to receive contribu
tions. So tar as I could Judge the
people were well dressed for that
climate and all had plenty to eat,
Governor General Wood seems to
have been remarkably successful in
bringing order and cleanliness to
ths island." The senator declined
to say anything at this time aa to
the opinions he formed of the polit
leal situation in Cuba, further than
that he believed that the Cubans
would eventually accept the oondi
tions.
