Assistant Sec retary of the Treasury Taylor may issue regulations to exclude all immigrants arriving in the United States on tramp steamships, according to a Washington correspondent of the Herald. Under the law, Immigrants who come within the classes not allowed to enter the United Statea must be returned when possible on the steamers bringing them.
