Howe, chief council for Oregon ud Washington of the League of American Wheelmen, of the United States, and he said that even If the time limit were announced at the begin lug of a race aad at It conclusion the referee wa tails fled tbe rider made a reason able attempt to come within the limit he could declare it a race, but the wrltteu opinion given by Mr. Howe on the Saturday races says: "The time limit must be auuouueed to the com petitors before the race I started. A time limit on one race does not hold good ou one later, even If It la the same serin and distance." A no time limit was aunounced I fore the race started there wa uo time limit aud it wa a legal raoe. It was announced from tbe stand that a race would take place on Wed nesday, but the rider objected a being too busy. Ou Saturday a time limit of thirty-three minutes will be placed aud we may expect to see some good time made, a it Is au average of 8-18 to the mile.
