On the (second Monday ia No vember, 1nT, the present const Ita tiou of Oregon was ratified by a majority vole of the electors of the territory, and the act of congress admitting Oregon into the Union vis apj.-ovrd February 14, 1S59, . oo which date the constitution went into effect, la Sei 3, Art-JXIY, this constitution savs: All the 1 public institutions of the state, hereafter provided for by the legis Luive assembly, shall he located at the seat of government. In 1M1 the seat of government was located at Salem for the term of twenty years, to remain there until by uu- j jority yote removed. "We give the above Cwts to prepare oar readers for what is to follow in the matter of legal proceedings which are of very great importance to this city. Last January the legislature of Oregon was ia session and made a a amber of apiropriaiioas in aid ot state institutions. Among others, for which money was appropriated, was the building and maintaining of a soldiers' borne at Bu&ebarg. Oregon. Money was also appro-; priated for a branch insane asylum ia Eastern Oregon, also a normal school, also for enlarging the lie . form school near Tamer, ia Marion county, also to pay teachers in the normal school beret Shortly after the legislature adjourned an ia j unction suit was commenced by one D. T. Sherman, of Salem, sup posedly a tool of Salem parties, to restraia the appropriation of the public money for a public iostita tion at any other place ia Oregon than at Salem. Last week Jnde Bontett granted the injunction, and the case has now gone to the supreme court, bnoald the su preme, eoort sustain Judge Bur nett's decision onr readers may tie j repared for a very nerioas state of afiairs. The people of lltwebarg and Pendleton have united funds and propose to enjoin the payment of any money to any public institu tion outside the state capital. The result will be that the normal school at this place cannot open its doors next fall neither can the Agricultural college at Corvallis . nor the State university at Engene nor the Reform school above Sa- lem, besides other minor insti tutions. The decision of the supreme court of Oregon will be watched with much interest. We are locally affected by its decision. Ayer's Fills promptly muor the canae of riek sod nervoos headaches.
