FRIDAY, JANUARY 6, IsiW.
MODERN SLAVERY.
There are two forms of slavery
ono which consists m making prop
erty of man, and the other which
consists iu making property of html.
While population is scarce and
uuoceupied hind is plenty, laborers
are able to cScnpo the necessity of
buying the us of land; hence to
obtain slaves people, who will
work for you w ithout jou working
for them in return it is necessary
to make property of their hodios,or
to resort to predial slavery or soi l
doin,wliich is an artitlciul anticipn
tion of the power which comes to
the land ow nor. As populut ion be
comes more dense, and land more
fully occupied, tho competition ot
non land owners for the use of laud,
obviates tho necessity of making
property of their bodies. They,
themselves, will beg the privilege
of giving their labor, in return for
being perinittod what must be
yielded to a slave a spot to live on.
and enough of the produce of their
ow n labor to muiutaiu life. This,
for the owner, is much the more
convenient form of shivery. He
does not have to worry about his
slaves is not at the trouble of
whipping them to make them
work, or chaining them to prevent
their escape, or chasing them with
bloodhounds when they run away.
He can let them live in hovels, let
them work harder and longer and
fare worse tban any half human
owner of the bodies of men, and
this Without a qualm of conscience,
or any reprobatiou from public
opiuiou. In short, when lands las
come scarce and valuable,' the
ownership of land gives more profit
from the labor of others, thitu the
ownership of men.
That is why tho monopoly of
land, in the hands of syndicates and
corporations and aliens, is a men
ace to the liberties of our people.
The Monmouth Tribune made
its final appearance last Friday
morning, and gracefully bid it
readers adien. The paper was W4-1I
printed, newsy, and the people of
Monmouth gave it a most liberal
support but it was not sufficient to
keep the expense account below the
income. It takes a great deal more
money to upport even a country
newspaper, than most people arc
'''aware. The Wk-stSipk spends as
much nioney each month for news
alone, outside of paper, printing,
typesetting, etc., than the whole
income of the Tribune, and the
West Side docs not consider itselt
as more than doing its duly.
, The Weht Side is supplemented
by a job office, well equipped, with
a cylinder and job press, propelled
by steam, and hundreds of dollars
invested in type, (both body and
job type) and yet with hard work,
and constant care to watch the ex
penses, we are not getting rich by
any means. The Wicsr Sum has
always upheld the institutions o!
Monmouth, and its over one thous
and subscribers have never read
one word in its columns, but .what
were friendly to our sister town.
That is as it should be, and the two
communities should grow together,
notanart. Their interests are in
common, and the two towns should (
be more finidy united and work
for a common end.
One of the first steps taken
toward road reform, should be
law requiring all wagon tires to be
of a certain width, and prohibit
the narrow tire which does so much
harm to our roadways.
SENATOR SHERMAN AND Till:
BANKERS VS.' THE PEOl'LIi.
Contributed to the WiTHilKly W. B. L.1
The inconsistency of Senator
Shermam, the pet of theOregottian,
and the financial champion of Wall
street and British bankers, is well
exemplified by his record on the
silver question. In 1873 he, more
than any other man, was responsl
blefor the eladestine act which
domonitized silver, lour years
later from the United States treat
nrv he officially writes, in sub-
stance, as follows: . "The United
States is able to dictate the finan
cial policy of the world, The gold
standard is too narrow a basis upon
which to do the .business of this
country." In June, 1890, we find
.him leading the bankers' fight
0
against the bill providing for the
free and unlimited coinage of silver,
. but finally voted for. the compro
mise bill callings for the mtrhly
purchase, of four million five hun
drert ounces of silvery . Admittim?

It is uiuMTted by some (hut Ihe lutilti
plication of our railrmtds lakes away to
a great extent the iieeeiwity for an lm
proveiueut in the coiiituou roads of the
country. Thu very opHwiie of thi i
true. Our railroads n-acll only tlie cell'
ters of Hipulatiou and Irattln. Thiste
who can reach these great avenue of
travel only by a drive or a walk of fir
to ten miles for business, for pleasure or
fur trade should 1st utile to do so in com
fort, with celerity, with economy and
with some degree of certainty. Our
railroads have multiplied those who
travel for pleasure and for business and
tho trafllu trnnsirted from the country
to the great centers of trade a hundred
fold within the last lifty years.
It is a matter of intense practical mo
ment to the farmer to know that be can
reach the railroad station ten miles ills
taut in one hour rather than lu three
hours, and that ho can transisirt two
tons of his farm product with two
borses more cheaply and lu every way
more satisfactorily than one tun with
four horses, and yet this striking con
trast measure the difference between
what can be done over a gissl road in all
season of the year and what it is possi
ble to do over our ordinary roads in cer
tain seasons wdien the conditions are tin
favorable, J tune A. Dcaver.
Til Si'iiri-l uf llimilliulldlii.
There is only one secret in the build
ing of a good, substantial road, and that
is a solid rock foundation, made water
tight to prevent undermining. When
our country roads are made on this prin
ciple: we shall have roads that will last
as long as the earth is peopled.
Hut our country roads are made on
quite a different principle. First, tlio
god is removed and then the roadbed, so
called, is rounded off. It is then styled
a finished road, If the spring rains are
not too heavy th road will last a year,
In most instances, however, only three
or four mouth1 wear and tear are neces
sary to convert it into a qnngmlre dur
ing a short spell of rainy weal her, and a
dust volcano after a few days of sun
siiiiio. The next your the road must be
made over and regradnd at an expenso
about equal to that of the construction
of a new one. Goldthwalte' Magazine.
