''4 V -.--- The work on the new water system, which may be done at this time, is being rapidly completed. The big reservoir is being given the last coat of waterproof composition. The pipe is being put under ground with much dispatch, and everything is being completed tip to the Hanley line. There the work must stop, leaving two and a half miles of pipe yet to lay. But the big cement tank is the most interesting feature of the whole business. It will hold 2,000,000 gal lons and will bring the water to Med ford with over 100 pounds of pres sure to the square inch. It is a big affair and is really bigger than it "looks. A wire fence is being placed around it to keep people and the les ser animals from falling into it and thereby making the water unfit for use. The Spanish forces under General Marina suf . fered a severe defeat at the hands of the Riff tribesmen and are in full retreat toward Melilla, according to reports reaching the French war of fice here today. During the past few .days the Spaniards have been victo rious, three times defeating the Riff iats in pitched battles, in which hun dreds were slain. The tide turned today before sunrise, when the tribesmen charged, surprised and overwhelmed the Spaniards. A con certed attack began along six miles of Spanish bayonets. After two hours of desperate fighting the Span ish bean to slowly retreat. The tribesmen will probably recapture the mountains overlooking Melilla -and will be able to inflict the horrors of siege upon the garrison again.
