ling note of warning to ' blue-eyed,

surgeon nnd major in the United
States army, who has just com
pleted u private tour of the city and
asylums of the ;ity and state. The
jails and institutions, be says, are
full of blondes who, unable to stand
tlio struggle for existence in a climate
to which they uro unfitted, linvo fal
len into poverty, disease and crime.
In Clinton prison, says I)r. Wood
ruff, where tlio worst fuses of eriru-
nnls are confined, and where bo ex
pected to find the place full of mod
ern "blackboards," be was astonished
it the lurge number of blonds, some
of them of very light type.
Of 2.M convicts whose hair color
was available for comparison, there
were 19 with very light hair, 01 with
light brown, 151 with dark brown, and
112 with black.
Of m arly fjOOO men whose average
age wus miller 21, admitted to the
Klmira reformatory, Dr. Woodruff
found the types clarified themselves

well's Inland, says Dr. Woodruff,
only one-fourth are . nutivc horn.
Drink had broken most of them down,
and from this Dr. Woodfuff argues
that the underlying nervous cause of
nlcliousm is tar more prevalent m i
blondes than in brunettes in Sew i
York city.
The thirst for ulchobol, Dr. Wood
ruff says, is merely the expression of
a nervous weakness acquired under
America's sunny skies, and result
ing from excessive stimulation of
light ns one of a thousand causes.

the Agricultural Department and
guardian of the pure food laws. Inn
started n crusade against embalmed
encumbers and gherkins inoculated
with nlmn. lie asserts that withered
and half spoiled cucumbers are given
