session laws of the Oregon legisla
ture were ready for distribution to
day. The volume will contain five
constitutional amendments, viz., giv
ing the legislature the authority to fix
the location of state institutions:
changing the time of election from
June to November; adding a new sec
tion providing for the recall ; provid
ing for proportional representation;
taking the power of finding indict
ment away from district attorneys.
Anrtmg the laws of general impor
tance may be mentioned the new in
surance code, the water law and the
tax code. All three of these measures
carried tho emergency clause and are
now in full force and effeet. The in
surance code modifies tho stringent
regulations of tho old law and has
already resulted in the admission of
a large number of new companies.
The water luw creates a board of
control, divides the state into water
districts, provides for hearing testi
mony and making surveys in contest
ed cases, fixes a fee system based on
the amount of water to be appropri
ated, and provides a comprehensive
system for the regulation, control,
distribution and use of water. ThiB
law is copied from the Wyoming law,
which has been in force for 18 years
and has given satisfaction.
The tax code creates n board of
tax commissioners which is to have
general supervision of the system of
taxation and collection of public
taxes, dues and revenues throughout
he state.
Nearly 150 appropriation' bills
were passed, representing a total of
over $3,328,000, and many of these
treasures are of paramount impor
tance, providing as they do for new
state institutions, creating new ag-
ricultiynil districts, relocation and en
largement or state institutions nna
many other matters of statewide in
terest. An appropriation of $25,000
is made for the revision of the code.
A comprehensive game codo was en
acted. Severn! bills affecting the
salmon industry were passed. The
corrupt -practices net, was passed by
Ihe legislature, alter having been in
itiated. Some important sohool laws
were passed, including one providing
for six months school in every dis
trict" in the slate. The duiry bill
rovides for the appointment of three
inspectors of dairies. A large addi-
lion is made to the criminal procedure
of the stato. Important amendments
are made to the labor laws of the
tato, one of which limits the hours
of labor of females und otherwise en
larges the scope of the measure.
There is considerable new legislation
under the head of roads and high
ways. Secret societies arc prohibit
ed in high and public schools. An
institution for the treatment of tu
berculosis will be established by the
state.
All laws nassed by the regular

will be in force on and after the
morning of May 22. The enactments
of the special session' do not become
effective until June 17, with the ex
ception of the nsylum appropriation
Mil, the supreme court appropriation
bill and the bill creating the board of
higher curricula, which carry the
wegency clause. The other bills
passed by the speciul session include
