McArthur, secretary to Gov ernor Benson, writes from Salem to Mr. Insinger that the delegates will be self oted from among men who, by training and experience, are quali fied to participate in the delibera tions of a meeting of the importance the irrigation congress promises to be, adding: "It is impossible to state, ut this early dale, whether or not the gov ernor himself will bo able to attend, although be will make an effort to arrange his affairs in such a man ner that he may be thore on govern ors' day." The Japanese cruisers Aso and Ijichi will visit San Francisco today according to ndvices received at the navy department. The cruisers are being utilized for training purposes, and carry 180 cadets. They are un der the command of Admiral Jjichi. Entertainment of the Japanese vis itors is a serious problem. The navy department has no special entertain ment fund, nnd the only thing that can be done is to take a small amount from the contingent fund. A certain sum has been set nside for the pur pose by Seeretnry Meyer, but it is not enouirh to give the Japanese sailors nearly an elaborate entertainment ns the Japanese gave to the sailors of (he battleship fleet.
