The commission finds that agricullure in the United States, taken together, is prosperous commercially, when . measured hy the conditions that have obtained in previous years, although there are some regions in which 11ns is only partially true. The country people are producing vast quantifies of supplies for food, shelter, clothing and for use in the arts. The country homes are improving in coin fort, attractiveness and bealthfulness. Not. only in the material wealth that they produce, but in the supply of independent and strong citizenship, Hie agricultural peo ple constitute the very foundation of our national effi ciency. As agriculture is the immediate basis of country life, so it follows that the general affairs of the open coun try, speaking broadly, are in a condition of improvement. In summing up the various problems that must be solved hf country life is to be placed on a higher plane, the commission names the following as the leading specific causes: A lack of knowledge on the part of' farmers of llir ex act agricult ural conditions and possibilities' of llirir re gions; Lack of training for country life in the schools; The disadvantage or handicap of the former os against the esliddishcd business systems mid interests, preventing him from securing adequate returns for his products, de priving him of the benefits Hint ironhl result from iinmo vopolized rivers mid the conservation of forests, and de priving the com mn n it i, in many cases, of the flood that would come from the use of great tracts of ngricidl a rat land that arc noiv held for speculative purposes; Lack of good highway facilities; The widespread emit inning depletion of .toils, with the injurious effect on rand life; A general need of ueir and active leadership. The commission points out a number of ways to re move the handicaps of the fanner, which briefly follow: The encouragement of a system of Ihorongh-gia'ng sur veys of all agricultural regions in order to lake stack and to collect local fact, with the idea of providing a basis mi which (o develop a sclent if icull y and economically sound country life; The establishing of a nationalized sisli m of e.i l nsimi work in rural communities through all the land-grant col leges with the people at their homes ami on their farms; A thorough-going investigation by e.iperls of the mitt die man system of handling farm products, coupled with a general inquiry into the farmer's disadvantages in re spect to taxation, transportation rates, co-operative or unitizations and credit-, and the qeneral bnsim s system ; An inquiry into the control and use of the streams of the. However, it seems that one of the most important mat ters to be undertaken, if any thing is to conic ot the nunc nient, is a broad campaign of publicity, that must be con tinued until all the people are informed on the whole sub ject of rural life, and until there is an awakened appre ciation of the necessity of giving this phase of our nat ional 'development ns much attention as has been given to other phases or interests; ; quickened sense of responsibility. iu all the country people, to the community and the state in the conserving of soil fertility, and in the necessity for diversifying farming in order to conserve this fertility and to develop a better rural society, and also in the bet ter safeguarding of the strength and happiness of the farm women; a more widespread conviction of the necessity of organization, not only for economic but for social purposes, this organization to be more or less co-operative, so that all the people may share equally in the benefits and have voice in the essential affairs of the eommuuitv; a realisa tion on the part of the farmer that he has a distinct nat ural responsibility toward the laborer in providing him with good living facilities, and in helping him in every way to he a man among men : and a realization on the part( of all the people of the obligation to protect and develop the natural scenery and attractiveness of the open country. - -CD O (gj) () Does no! do its work and serve the public on paper -SEE THE LATEST- COLLAR PIN SETS MARTIN J.
