The people of the city of Med ford do
ordnin as follows:
Section 1. That section 25, chnpter !
IV, of an act filed in the offico of the 1
secretary of state February 7, IftOS, be
lug chapter 2i2 of the. laws of the state
of Oregon for the year 1005 nnd enti
tied:

city ef Med ford, in Jackson county,
Oregon, and to define its powers and
diitten," approved February fl 1901 ;
and to incorporate tho city of Medford,
In Jackson county, Oregon, define its
power aid duties, and to repeal all acts
and parts of acts in conflict here

so as to read as follows:
Section 25.. The city council shall
linve power and nuthoHly, within the
limits of tho city of Medford, to enne.t

15, To regulate and prohibit the run
ning at large of domestic animals, and
the discharge or tiso of firenrms.

17, To prevent, aud restrain riot,
noiue, disorderly conduct and disorder
ly assemblages, and to prohibit the car
rying of concealed weapons.
18. To regulate or prohibit the pas
sage, of any. steam, traction, or other
engine or motor upon the streets, or any
bicycle, tricycle or tandem upon the
sidewalks.
19. To license, tax, regulate, or pro
hibit barrooms, drinking shops, billiard
rooms, bowling alleys, dance houses, and
all places where spiritcus malt or vin
ous liquors are sold or kept for Bale,
subject to any and ail general laws of
the state of -Oregon heretofore enacted
or which hereafter shall be enacted by
the legislature or by the people of the
state of Oregon: provided, that no li
cense for the sale of spiritous, malt or
vinous liquors shall be granted for any
less amount than eight hundred dol
lars ($00) per annum, payable semi
annually in advance.' '
20. To prohibit-any person from sell
ing or giving away, malt, spiritous or
vinous liquor to any person under the
age of twenty-one years, and to prevent
the owner or keeper of nny place where
such liquors are sold or kept for sale
from permitting any person under the
ago of twenty-one years to come into
or remain in any such place.
21. To prohibit'the selling or giving
of any intoxicating liquor to any drunk-
n person, or any person in the habit of
becoming intoxicated, and to define who
is such person, nnd to designate who
are such persons.
22. To restrain "and prohibit bawdy
houses and houses of ill fame, and to
punish the keepers and inmates thereof.
!;t. To define and prohibit gaming
or gambling, to suppress houses or places
here gambling is carried on or per
mitted, and to punish persons keeping
such houses or places, and persons, for
gambling; nnd to license regulate, or
prohibit nickel-in-the-slot " machines, or
any other schemes of chance, nnd to
punish person, operating or using the
same.
24. To define vagrancy, and to pro
vide for the punishment, support, re
straint and employment of vngrnuts and
paupers. e

are deemed unsafe.
42, No franchise or contract shnll be
granted by the city or city council for
a longer period than twenty years.
