Tlin county coniniissioncrs have signed a contract with
Joseph AY. "Wilson of (Wvallis, Or., and forwarded it to
1,1,1, for signature, calling for the expecting of county rec
ords for ten years past for the sum of -1 :( .
The Trihune is the original advocate of expecting coun
tv records, hut it believes the work should be done in thor
ough and workmanlike manner or not at all. It believes
that a change in the present system of keeping accounts
is as essential as the exporting.
The Tribune has gone (iiite thoroughly into the cost
of exporting the records, and does not believe that any
competent expert can afford, to go over the records of ten
years for double the money to be paid Mr. "Wilson. Cer
tainly no well established firm of experts will guarantee
to do it. Mr. Wilson does not agree to establish a more
modern system of bookkeeping, either.
What Mr. Wilson's credentials as an expert are, is not
known. However, the laborer is always worthy of his hire
if his work be well done, but cheap pay usually brings
cheap work, and if the books bo not thoroughly gone over,
better save the taxpayers the money a slipshod job would
cost.

One of the most practical matters to' engage the atten
tion of that most practical institution, the Oregon agricul
tural college, is a course to be given this winter on road
const ruction. Earth, gravel and broken stone roads will
each bo studied. Drainage and its importance to highway
construction, including methods of drainage, carrying ca
pacity of tile, manner of laying tile drains, determining
proper grades for drains, etc., will be carefully studied.
Tin1 effect of grade niton traffic for different kinds of road,
the effect of rise and fall, crown, rolling, manner of ap
plying the road surfacing material, etc-., will all be coiisid-
erod. Also methods of repair and maintenance will bo giv
en due consideration.
At the remit sessions of President Roosevelt 's country
life commission in Portland, no subject received more con
sideration than did country roads. Throui'liout the dis
cussions, the opinion was repeatedly expressed by tin'
farmers anil others present, that one of ihcniost essen
tial requirements for bettor rural conditions is belter pub
lic highways, and as each student who avails himself l'
this course returns to take up his business of farming he
will not only be an advocate of better roads, but will be
able to construct them properly. The course will supply
a long felt want.
It would bo a good idea for Jaekson county to send its
road builders for a course at Corvallis thev need it.
