The publisher of the Morning Mai makes affidavit that ihe number of bona fide paid subscribers to the Mai in ..Medford is 531. The Tribune manager recent! made an affidavit of its average circulation of ifio for October in response, to a reiiuest from an advertiser. Its books are open to anyone for verification of his state ment. The Mail's affidavit is not complete. The publisher does not state his total circulation, where it is distributed how liiuch is paid, or comply with the usual requirements He does not state how long the 'M is the average for. In one wav the Mail has had paid city circulation in Medford. Shorty Hamilton paid for 300 copies daily (luring tne water iignt. J ins class ot circulation was classed as "special sales" in The Tribune affidavit and excluded, from the count. The Mail may print and circulate 5H1 copies in Med font but it's a sudden acquisition if it does. The distri liiuuouof a, large number' of free copies to people who never subscribed has been a feature of the Mail's circula tion since its initial number. Immunity baths may not be required for circulation liars, to escape punishment, but there ought to be some penalty provided for those who think so little of honoi that they will barter it away to secure a business advantage PEUSOXAL II OX OR AT STAKE. Senator Pulton has shocked the nation by predicting, in an interview at Washington, that the republican legis lators ot Oregon will not keep faith with the people, but will elect a republican United States senator instead of the popular choice, lie also intimates that he will be the "child of the broken pledge." Senator Fulton may have good grounds for believing tliat there are enough legislators so blunted in honor that they will repudiate their promises for the sake of par tisanship, but there is no apparent justification, for this belief. I here is no reason for supposing that legislator will be tray their constituents for the sake of seating Mr Fulton or any other person. The men who subscribed to Statement No. 1 and were elected upon it, must keep tlmir pledge or be accounted dis nonorahle men. No amount of argument, no citations of technicalities, no legal subterfuge, justify breaking pledges to .men ot honor. ,AVhen a legislator signed Statement No. 1, agreeing to vte for popular choice for senator, mil fought and Penned elect ir upon Str.tci cut No. 1, lpssc'nim promise registered in his own handwriting at Salem, is morally binding and as a man of honor he will vote as lie promised to. Senator Fulton, rejected by the people, may shout, striving vainly to secure by dishonor what he lost; in an honest fight; the political machine, which never had any honor, may noisily clamor for partisan advantage through dishonor; the Portland Oregonian and other partisan pa- peis ma snout, unconstitutionality, and raise other cheap subterfuges, to justify their campaign of dishonor, but none of them, nor all of them, relieve the Statement Xo. 1. man from the solemn obligation he owes the people and with him it is merelv a onestion. not of iwn-f bum ml- vantage, but of personal honor. He must keep the faith. A SYCOPHANT REBUKED.
