closes no provision guaranteeing the length of life of the
wood pipe to he used.
AYood pipe is said to he of short li fe and unsatisfactory.
However, the people voted for wood pipe in preference to
steel, so they should have what they want. At the same
time, there ought to he some guarantee of the pipe hy the
contractors.
The proposed contract provides that the pipe should
he construct ed upon plans anad specifications and under
the supervision of the city's engineer. The only clause
in the proposed contract concerning final acceptance of
the pipe jvads as follows:
" The testing of the pipeline will consist of filling the
same with water, from settling basins to distributing sys
tem, and closing any leaks showing after three weeks un
der full pressure. The final acceptance of the pipe will he
made only after the same shall have been in satisfactory
operation for U0 days after the closing of all leaks."
In other words, if the pipe works satisfactorily for 150
days, it is up to the city to stand the responsibility there
after. If the pipe is not worth guaranteeing at least a
year, is it worth purchasing I hi purchasing pipe of any
kind, it is customary to demand a guaranty for a certain
length of time.
Some safeguard should be provided the city before the
contract is signed. It is up to the mayor and council to
see that the city is protected.

What is the matter with the city's paving !
The contract was let in mid-suninier and here it is the
middle of November, and but two or three blocks paved,
and it has taken six weeks to finish them.
The- Warren Construction company was late in "get
ting started and shifted the blame onto the city for not
(. having its rock crushing plant in readiness. Long ago, the
rock was delivered and still the progress made is exas
perathigly slow. Today, for instance, only two or three
men were at work, when there should have been fifty.
The winter rains are likely to commence any day, and
then it will be impossible to pave, and another winter will
ho spent wallowing in the mire.
Who is to blame V If the contractors, the penalty
should be enforced. Jf the city, there is no excuse, and
the delinquent officials should be made known.
Six months to pave a mile of streets! Jt would not be
. tolerated anywhere else; but public matters seem to go
haphazard in Medford. There is rank inefficiency somewhere.

sure, it looks like a grain elevator and is not as ornamental

an eyesore, but the artist, like the Cheyenne cowboy, has
probably "done his damu'dest - angels could do no more."
