THE PEOPLE HAVE CHOICE OF THREE PROPOSITIONS OFFERS WATER OF BIO BUTTE Edgar nafer, for the Crater Lke Lumber company, offered the following proposition: Medford, Or., Oct. 10U5, 1908. To the Honorable Mayor nnd City Council, Medford, Or. Gentlemen: In order to give the City of Modford a feasiblo plan for obtaining the absolutely pure Big Butte Springs water, the under signed submits the following proposi tion: The proposition is to convoy three hundred inches of this absolutely pure mountain spring water, which is to be appropriated just below the springs, for a distance of about twenty-five nines to a point about three miles north east of Eagle Point, near the northeast comer of Section 24, Township 35 south, 1 west, W. M., by means of an elevated pipe line, constructed according to the plans and specifications prepared by aid under tho supervision of the city's supervising engineer; thonce for a dis tance of about fifton miles to the city tho Wassou Canon and Fish Lake ditch through wooden stave pipe and iron pipe, according to the plans alroady ap proved by tho supervising engineer for propositions. This lnttor fifteen miles introduces no now features into tho sit uation, as the engineer's estimates and reports cover it fully. In regard to the construction of tho elevated pipe lino above mentioned our proposition in detail is as follows: Rights of Ways. The city is to secure rights of way from the springs to Medford, provide all necessary intakes, catch basins and construct tho fifteen miles of under ground pipe line, resorvoirs, etc., nc cording to tho recommendations alroady niado by the suporvising engiueer. Tho undersigned agree to make the nec essary appropriation of water, caustruct tho elevated pipe lino from its intake to the head of the underground pipe line at tho point referred to nbovo, near Eaglo Point, for tho sum of One Hun dred aad Ton Thousand Dollars, ex clusive of the. costs of rights of way and engineering expense, this being two thirds of the estimated cost. The Title. The title to tho entire system is to rest in tho City og Medford, the under signed, however, to havo nt all times tho privilege of f luming lumber aad oth er products through tho "V" flumo, to be constructed upon said right of way, which "V" flumo is included in the above estimate and plans, at all times so long as tho undersigned shall pay his sharo of tlio expenso of mainte nance as hereinafter set forth. Said flumo is to be constructed with such gradianco ns will permit the use there of for fluming lumber, wood and other products from the head thereof to said point near Englo Point. All damage and wear nnd tear upon said elevated line which is occasioned by tho city's use thereof shall bo borne wholly by the city, nnd all damago and wear aad tear thereto occasioned by the under signed 'a use thereof shall bo borne wholly by the undersigned. All dam ages oeasioned by the nets of God, the elements, or other canso without con trol of either party, to be borne as fol lows: Two-thirds of the cost of repair- ng same to bo borne by tho City of Modford nnd one-third by the under signed. Tho undersigned shall employ it less than three patrolmen whenever using tho said "V" flumo for fluming lumber or other products, and continu ously throughout such use. The under signed shall havo tho right to draw off enough surplus water from said ele vated pipo lino at suitable points to enable him to operate the said "V" flume, but at no tune shall ho reduce the totul delivery at tho lower end of said elevated pipo lino by such use to less than three hundred miner's inches or seven nnd ono-half foot seconds. In the event that the undersigned fair or neglect to pay his share of the expense if maintenance as hereinbefore set rorlli it any time for a period of thirty days after the same shnl have been incurred said privilege of fluming lumber shall forthwith terminate and all ngnts oi tho undersigned thereunder shall im mediately cense. Mr. nafer proposes to bring the water through a covored flame about 2", miles, thence by pipe to the distributing system at Medford. The capacity of the flume he submits is not less than 3"0 inches, with a grade of 5 feet ror thousand. Ho has asked me to furnish you an estimate of the cost of sych a system, exclusive of the flume, based on prices similar to those used for estimates of the Little Butte project. Estimate. Second The city of Medford to fur nish and install complete, ready for op eration, the pipe line, reservoir and filtration system; also to furnish and install pumps and motors to be attached to end of pipe line at Medford to be used in re-pumping water to Modford reservoir at an elovation of 200 feet above Medford; also to install at points to be designated by us between Gold Ray and Medford 40 Tees and Gate Valves, which wu be furnished by us. Third The City of Medford to fur nish all buildings, use of grouud owned by eity, all machinery, pipe, tools and appliances of every kind and de scription now in uso or contemplated to be installed or used in city wntcr plant; also put in good condition, connected, ready for usv.. present city stoam pump ing plant to be used in cose of break down or emergency in supplying water trom Bear Creek. Water Rates. In consideration of the above the Condor Water & Power company pro pose to furnish to the City of Medford sufficient water for Medford 's uso at the present city water ratoa, said rates n t to bo increased except as directed by the City Council as hereiuaftcr pro- ded. Wator rates to be the sume as the present city minimu flat rate. The rate per one thousand gallons to bo from 15 cents down to o cents per one thou sand gallons. Out of the roventio thus derived, nftcr deducting operating ex penses, wo propose: First To deposit monthly in a bank to the credit of tho City of Medford an amount equal to the bond interest on bonds issued for water system as stated abovo; also in like manner do posit au umouut equal to tho Binking fund, ub provided in bonds. Interest to bo paid montly out of revenue ns provided herein. Second In caso sufficient revenue is not realized ill any one month from the operation of the city water system to nnv the operating expenses anil tno monthly bond interest nnd sinking fund as provided abovo; then in that event said wator rates shall bo increased by the City Council sufficiently to afford sufficient revenue to pay above chargoB each month, and snid rates shall remain in force for one yenr, and until such timo that each month will afford nt least sufficient rcvonuo to pay operat ing expensos, bond intoroBt and sink ing fund as herein provided. Fourth We propose to pay tho City of Medford 25 por cent of the net prof- ts and rotain 75 per cent of tho not profits, and retain the revenue derived from tho Bale of all surplus water (not used by tho City of Medford) ontsido of tho city limits of said City of Med ford. Settlement to bo mado quartorly or monthly as revenue is collected. Water furnished free for fire protec tion. Iloseman is at the Gorman hospital with his two wives, undcrging treatment for nervous disease. When ho nrrived : hero last September the surprised and puzzled immigration officials when he declared ho believed in polygamy and that ho had two wives with him. He was allowed to land under bonds that he would be ready to go back to China if -tho caso went against him nnd the immigration officials hero referred the ense to Washington.
