able if a first class filler plant is in
stalled in your city, thereby insuring

With either Hamilton's or Hafer's
proposition under city management the
water rates will be much higher than
ours, or more bonds will bavo to be is
sued to make up the lack of revenue,
or the taxpayers will have to shoulder
tho burdon.
Our proposition proposes a graduated
scale of rates from Iffe down to oe per
1 000 gallons, depending on tho (jinin
tity of water used. . Tho larger the
ipiantity used the cheaper the rate. So
that under our proposition the gardener
and those having much ground to irri
gate will get chenper rates than those
now in force in the city. The rate
depending on the quantity of water
lined, as fixd by the city council.
Tho Light Question.
Everyone concedes that our manage
meat of the city lighting system is bet
ter and more ellleient and satisfactory
in every way than the old city man

Puder city management, the service
was poorer, the rates higher than ours
ind the city went deeper in debt every
year.
Under our lense nf the lighting plant
the city gets most of its street lights
free, and in addition .1 per cent of the
gross revenue, which uinouutH now at
the rate of over $1000 per year.
Our water proposition is also a leas
ing proposition, ami under better terms
to the city than the lighting system I
lease, because we pay the interest and
sinking fund out of the revenue on the
bonded iud htt'dilcHrt required to build
the water system (which we do not do
in the b-ase of the electric light plnnt)
and in addition we pay the city 2." per
cent of the profits (if any).
In closing, Mr. Osenbrugge, we wish
to say that if yon or any other citizen
of Med ford will study our proposition
dowdy a ml thoroughly understand it .
you will, and everyone else will be
eulhiisiaticully in favor of it; because
our proposition is the cheapest. It will
furnish tho most water; it will furnish
the purest water; our rates will be
lower and our title to water is good.
