here Tuesday morning for our school
house. The carpontors have nearly all
of the rafters and sheeting on.
Joeoph Sturdivent and family, who
have, been visiting hero for two or
three weeks past with E. Oibbs and
wife of South Phoenix, has rented the
hull known as the Wakefield hall, now
owned by James Allen, and will reside
therein this winter, and may decide to
locate there when ho has looked over
the country. Wo welcome them to our
neighborhood.
J. J. Hvans of Pairvicw addition has
divided a part of his land into five and
ten -aero tracts and placed same on the
market. Me. Evans has some good
orchard land.
Mr. and Mrs. Clyde, former residents
of Phoenix, but now of Ashland, are
pending the week here visiting with
friends and old acquaintances.
The Ladies Aid society of the Christ

Edgar Hater, for the Crater Luke
Lumber company, offered she following
proposition:
Medford, Or., Oct. 10 15, 1908. To
the Honorable Mayor and City Council,
Medford, Or. Gentlemen: In order to
give the City of Medford a feasible
plan for obtaining the absolutely pure
Big Butte Springs wator. the under-
signed submits the following proposi
tion:
a he proposition is to convey three
hundred inches of this absolutely pure
mountain spring water, which is to be
appropriated just below the springs,
for a distance of about twenty-five
miles to a point about three miles north
east of Eagle Point, near tho northeast
corner of Section 24, Township 35 south,
i west, v. m,f by means of an elevated
pipe line, constructed according to the
plans and specifications prepurcd by
asd under the supervision of the city's
supervising engineer; thence for a dis
tance of ubout fiften miles to the city
through wooden stave pipe and iron
pipe, according to tho pluus already ap
proved by tho supervising engineer for
tho Wasson Ounon and Fish Lake ditch;
propositions. This lattor fifteen miles
lutroUuces no new features into tho sit
uation, as the engineer's estimates and
reports cover it fully. In regard to
tne construction of tho elevated pipe
hue above mentioned our proposition
detail is as follows:
Rights of Ways.
ibe city is to secure rights of way
rrom the springs to Medford, provide
all necossary intakes, catch basins and
construct tho fifteen miles of under
ground pipe line, reservoirs, etc., uc
cording to tho recommendations already
mauo by tho supervising engineer.
Tho undersigned agree to make the nec
essary appropriation of water, caustruct
the elevated pipe line from its intake to
the hoad of the underground pipe line
at tho point referred to above, near
Kaglo Point, for the sum of One Hun
dred aud Ton Thousand Dollars, ox
clusivo of tho costs of rights of wav
aud engineering expenso, this being two
thirds of tho estimated cost.
Tho Title.
Tho title to the entire system is to
rust in tho City og Medford, the under
signod, however, to havo at all times
iho privilege of fluming lumber and oth
er products through the "V" flume, to
be constructed upon said right of way,
which "V" flume is included in the
above estimate aud plans, at all times
so long ns the undersigned shall pay
his share of the expenso of mainte
nance ns hereinafter set forth. Said
flume is to bo constructed with such
grndinnce ns will permit the use there
of for fluming lumber, wood and other
products from the head thereof to said
point, near Eaglo Point. All damage
and wear and tear upon said elevated
line which iB occasioned by the city's
use thereof shall be borne wholly by
tho city, nnd nil damage and wear and
tear thereto occasioned by the under
signed 's use thereof shall be borne
wholly bv the undersigned. All dam
ages oeasioned by the acts of God, the
elements, or other eauso without con
trol of either party, to be borne as fol
lows: Two-thirds of tho coat of repair
ing same to bo borne by the City of
Medford and one-third by the under
signed. Tho undersigned shall employ
not lesH than three patrolmen whenever
using tho said "V" flume for fluming
lumber or other products, and continu
ously throughout such use. The under
signed shall havo the right to draw off
enough surplus wator from said ele
vated pipe line at suitable points to
cauble him to operate the said "V"
flume, but at no time shall he reduce
tho total delivery nt tho lower end of
said elevated pipo lino by such uso to
less than three hundred miucr's inches
r seven and one-half foot seconds. In
the event that the undersigned fair or
neglect to pay his share of the expense
f maintenance ns hereinbefore set forth
at any time for a period of thirty days
after the same 'shal have been incurred
said privilege of fluming lumber shall
forthwith terminate and all rights of
the undersigned thereunder shall im
mediately cease.
Water by July.
Tf awarded the contract for construc
tion of said elevated pipo line the un
dersigned will furnish a good and suffi
cient bond for the fulfillment thereof
and will agree to complete the said ele
vated pipe line by the first day of July
next, in the event that this contract
be entered into prior to the 15th day
of December, 190S, subject to delay
caused by tho acts of God, strikes and
any otlier unforeseen and unavoidable
delays over which the undersigned has
no control.

Roberts Estimate.
Medford, Or., Oct. 14, 1908. To the
Honorable Mayor and City Council,
Medford, Or. Gentlemen: Mr. Edgar
Hafer has handed me a plan to supply
Medford with water from the Big Butte
Spring. This is the spring mentioned
wero not in dispute." It issues at an
elevation of about 2700 feet (Medford,
1375) and fiows about 2400 miners'
inches. Mr. Hafer proposes to bring
the water through a covered flume
about milis. thence by pipe to the
distributing system at Mdford. The
caparity of the flume he submits is not
loss than 300 inches, with a grade of
a feet per thousand. He has asked
me to furnish you an estimate of the
cost of sveh a system, rfclnsive of the
flame, based on prices similar to inose
used for estimates of the Little Butte
project.

The offer of the Condor Water &
Power company Is us follows:
Medford, Or., Oct. 12, 190S. To the
Hon. Mayor and City Council, City of
Medford, Ore. Gantleraen: We sub
mit for your consideration the follow
ing, which contemplates the operation,
collection and disbursement of reve
nue by our company of the water plant
of the City of Medford for a period of
thirty years with an option to the city
for a further period of thirty years,
subject to the following conditions:
First The City of Medford to build
the pipe line from Gold Ray power
house to Medford, about ten miles in
length, size of pipe 20 to 24 inch pipe,
or steel pipe of equal cupacity, to con
vey at least four million (4,000,000)
gallons of water in 24 hours; also fll
tration system and two reservoirs of
four million (4,000,000) gallon total
capacity.
City Furnish Pipe.
Second The city of Medford to fur
nish aud install complete, ready for op
eration, the pipe line, reservoir and
filtration system; also to furnish and
install pumps and motors to be attached
to end of pipo lino at Medford to be
used m re-pumping water to Medford
reservoir at an clovation of 200 feet
above Medford; also to install at points
to be designated by us between Gold
Ray aud Medford 40 Tees and Gate
Valves, which wil be furnished by us.
Third The City of Medford to fur
nish all buildings, use of ground
owned by city, all machinery, pipe, tools
and appliances of every kind and de
scription now in use or contemplated to
be installed or used in city wator plunt;
also put in good condition, connected,
ready for usi, present city Bteam pump
ing plant to be used in case of break
down or emergeuey in supplying water
trom Bear Creek.
Water Rates.
In consideration of the above tho
Condor Water & Power company pro
pose to furnish to the City of Medford
sulllcient water for Medford 's use at
the present city water rates, said rates
n t to be increased except as directed
by the City Council as hereinafter pro
vided.. Wator rates to be the same as
the preseut city minimu flat rate. The
rate per one thousand gallons to be from
15 cents down to 5 cents per one thou
sand gallons. Out of the revenue thus
derived, after deducting operating ex
penses, we propose:
First To deposit monthly in a bank
to the credit of tho City of Medford
un amount equal to the bond interest
on bonds issued for water system as
stated above; also in liko manner do
posit an amount equal to the sinking
fund, as provided in bonds. Interest
to be paid montly out of revenuo as
provided borein.
Second In case sufficient revenuo is
not realized in any one month from the
operation of the city wntor system to
pay the operating cxponscs and the
monthly bond interest and sinking fund
as provided above; then in that event
said water rates shnll bo increased by
the City Council sufficiently to afford
sufficient revenue to pay above charges
each month, and said rates shall remain
in force for one year, and -until such
time that each month will afford at
least sufficient revenue to pay operat
ing expenses, bond interest and sink
ing fund as herein provided.
Third We propose to pump water ,
from Rogue river to a reservoir at Med-1
ford at a height of 200 feet aboro the j
City of Medford, and to make no charge
for electric power for operating said j
pnmps, except a portion of tho profits:
h ore, in mentioned and the use of and all
revenue derived from tho sale of all
surplus wuter (not used by tho City of
Medford) outside of the city limits of
said City of Medford.
Fourth We propose to pay tho City
(Medford 25 per cent of tho net prof
its and retain 75 per cent of tho net
profits, and retain the revenue derived
from tho sale of all surplus water (not
used by tho City of Medford) outside
of the city limits of said City of Med
ford. Settlement to bo made quarterly
or monthly as revenuo is collected.
Water furnished free for fire protec-'
tion.
Fifth Referring to operating ex
penses, we would be willing to guaran
tee same to be less under our manage
ment than under city management un
der like conditions.

Grade of Line The wooden pipe line,
hydraulic grade line of which shall be
shown on profile above referred to, will
connect with a reservoir at tho lower
oud of that line, and wil continue thence
to tho junction of Koosovelt avenuo aud
East Seventh street, a total length of
ltl-iuch machine banded wood pipe of
approximately 23.3 miles. At tho junc
tion of Roosevelt avenuo and East Sev
enth street tho wooden pipe will oon
n ct with a 12-inch cast iron pipe, which
wil continue approximately 2300 feet
along Euat Seventh street to Riverside
avenue, whero it wil connect with your
present distributing system.
The machine, banded wooden pipe
shall have an inside diameter of 16
inches and shall conform with the spec
ifications covering same, that governed
the tenders previously submitted to you
on August 0, 190S, now on filo with the
citv auditor.

The 12-inch cast iron pipe shall bo
class "D" New Eugluud Waterworks
standard, or its equivalent, aud with it
will bo furnished and set tho following
"specials":
Two 12-inch gate valves.
Two c. i. valve boxes.
One 16-inch to 12-inch reducer.
One 12-inch to 8-inch reducer.
One 12xl2xl0-inch T.
Ono 12xl2xS-inch T.
One 12x12x6 inch T.
Four Eclipse hydrants.
Forty-two feet fliuch castlron pipe.
The reservoir shal havo a capacity of
2,000,000 gallons aud shall be con
structed of concroto Bix iuches thick,
with two coats of asphaltum on the in
side surface.

you may know I am well equipped to
carry out tho terms of this proposal
wil statu that Iho Fish Lake Water
company has agreed to furniph the
amount of water herein offered aud will
guarantee tho city agaiust all litiga
tion that may arise out of so furnish
ing this water; aud also that arrange
uionts have been mado by which C. D.
Vincent and the Redwood Mauufactur
era' company will furnish and construct
the system as herein set forth.
Payment Each Month.
I understand that payments will be
made as tho work progresses, monthly,
based on the engineer's estimate, as
follows:
Ninety por cent of tho value of ma
lerial furnished and work done to be
paid on or about the first of each month
for the material furnished and work
done during the preceding month; 10
per cent, or whatever may then remain,
o bo paid 30 days after tho work has
:on finished to tho satisfaction of the
gineor.
Owing to the upward trend in the
market prices for tho materials involved
m this construction, I must make this
proposal subject to acceptance- on or
about November 15, BIDS.
