ELASTIC ENGINEERING ESTIMATES.
Engineer Roberts is out in the Morning Mail with an
other estimate of the cost of the proposed pumping plant
under the Condor "Water & Power company's proposal.
this time increasing the cost to $252,004. A contracting
firm has offered to install the plant for $197,800.
It may ho merely a coincidence, but Engineer Roberts'
present estimate of $252,004 approximates the cost ($254,
.100) of the Hamilton proposition, which the engineer now
favors, as his previous estimate iriade .Tune 30 approxi
mated the then estimated cost of the Wasson canyon pro
ject, which the engineer then favored.
Here are the three estimates on the cost of the Rogue
river pumping plant, niado by Engineer; Roberts under
date of June !J0, .July 18 and October .1, respectively, and
the wide margins between them, particularly in the cost
of filtration, makes one wonder. The estimated cost of
engineering doesn't vary much, though.

Tn its customary unfairness, the Morning Mail says:
"Harris offered to build a fhiine carrying 1000 inches
for $(:y.S2. "Why pay llafcr $110,000 for a similar serv
ice? lias a councilman a better right to sell the city ma
terials for higher prices than other citizens?"
Mr. Harris made a rough estimate on the cost of a
flume, which lie probably found was far under what the
actual cost would be. At at any rate, Mr. Harris did not
formally present his offer, and no certified check accom
panied it.
Neither Air. Harris nor anyone else could build such a
flume as that offered by -tire Crater Lake Lumber company
for $(i:!,5K2, nor for $li;:i,.rS2, and no one will offer to do
it and give a certified check to guarantee good faith.
The fact that Mr. llafcr is a coTEiicilnmn has nothing to
do with it. The people ami mil tlw council are deciding
the imestion, and should Mr. Ihfor's projiosal be accept
ed by the people he will at once resign "his office.

The Morning Mail wants to know what the writer of

Common People" is.
For the benefit of tlw Mail, the writer makes known
his name, it is Knicry .). Kastman, a "reputable and re
spected citizen of Medford.

he advanced are answered bv the Mail, and the eharui
that the editor of (he Mail was an interested party be
cause a stoi-kholder in the Kisli Make company is not de
