WHAT WELLMAN FOUND.
Walter Wellman, the well known political writer of
the Chicago Record-Herald, a close friend of President
Roosevelt's and a warm admirer of Taft, ha.s been making
an extended examination of political conditions in doubt
ful states, and the result is not gratifying to either Well-
man or his paper. Summed up, his investigations picsag
the overwhelming defeat of Taft.
In New York, YVellmau found the labor vote solid for
Bryan, ile found a reunited democracy, a factional fight
in republican ranks, an extensive revolt against Hughes,
and apathy in command of the (J. O. P., with every indica
tion that Bryan had at least an even show, while Hughes
will probably be defeated.
Ju Ohio he finds so many things working against Taft
that his cause is well nigh hopeless. "It. is a shame," says
Air. Wellman, "that this great man cannot carry his own
state," but such is the outlook.
In Judiana the republicans have given up hope, and it
is only a qmstion of the size of Bryan's majority.
Illinois is still to be visited, but the causes that swing
.Indiana and Ohio into the Bryan column are also at work
in Illinois and other states of the central west, Colorado,
Nebraska and Kansas, are probably democratic and the
outlook is for a Bryan landslide. The people want a
change.
LOSS BY ANCIENT SYSTEMS.
Following the discovery of discrepancies in nearly
every city department of the municipal government of
Spokane, aggregating .t noi), arrangements are being made
to change the system of: bookkeeping, which i.4 held respon
sible for the shortage.
When the municipal court; of Spokane was notified
that iio70 should come from the judicial department, .Judge
Jiinklc at once notified the mayor that he would make
good the amount out of his own pockets. He also attrib
uted the errors to bad bookkeeping.
Experting of the books of .Jackson county would prob
ably reveal many similar discrepancies, due more to anti
quated methods of bookkeeping in use than to intentional
wrong-doing.
It is known that during several administrations ac
counts have become more or less tangled. It is known that
the people by their ballots last June demanded that the
books bo expelled, yet both Commissioners Owens and
1'atterson refuse to sanction it.

Property owners and citizens of Medford owe it to
themselves and to the city to clean up some of the dis
graceful rubbish heaps along alleys, back yards and vacant

force everyone to clean up, hut, it don't seem to he. Clean
ing up days were set aside, hut the hulk of the people paid
no attention to them. It is time to enforce the laws which
were put on the statute hooks. The city officials are cloth
ed with ample authority; let them use it ; for if cleanliness
js not voluntary, it must he compulsory.
