KELSEY 'S REPORT DUG UP.
The Morning Mail, which has again had to assort to
gratuitous distribution iia order to secure circulation
enough to hold its advertising, lias anade tbe discovery that
Engineer Frank C. Kelsey, in March, 11)07, recommended
the north fork of Little Butte as a source ot supply for the
city. ,
Why, then, did the majority of the water committee
waste nine months ol investigation liclore at would recom
mend the same water' With this recommendation before
it, why was the city compelled to do without water, while
the committee was trying to force through the Wasson
canyoaa deal i
Why did the Mail ignore Engineer Kelsey 'h report
and seek to foist a semi-arid canyon upon the city? Why
was not Engineer Roberts asked at once upon his arriva
to report upon water sources, but kept busy on a propo
sition it was hoped to tie the city to until public opinion
forced the council to order a written report?
The fact of the matter is that no engineer would for
a minute recommend Little Butte water over Big Butte
Springs, if it were thought possible to secure the latter at
anything like the same expense, and Engineer Kelsey was
iigurnig on a iar less expenditure than is now to be made
.Neither was a pumping plant on the Rogue considered
by Engineer Kelsey. In fact, what Mr. Kelsey reported
upon was altogether a dilicrent situation from that now
existing, and it is hardly fair to him to quote his report
upon the situation two years ago and apply to the present
situation, particularly as he was discarded by the water
coananittee and another engineer engaged.

much the musty reports of engineers, but which proposi
tion will be best for the city in the long run and result
most uenclicially, and no engineer is needed for this just
common sense. .And in this connection tbe lumber mill
and payroll promised with the Dig Dutte proposition and
uic irrigation system promised with the Rogue river plant
anust he considered as having great bearing upon the fu
ture, for without factories and payrolls we can have no city,
and upon irrigation depends the permanent success of
this valley as a fruit growing region.
BEFOGULS G THE PEOPLE.
To befog the people, the Fish Lake Ditch organ persists
in misrepresenting facts about both the Wogue River and
Big Dutte Springs propositions. Engineer Roberts' esti
mate of cost on the Dig Dutte pipeline- of .r'l(7.-n0 is con
tinuously (noted against Contractor Dade's bid of $ I. ":,
110 for the work. This makes the total cost of the Dig
Dutte proposal ip'L'ti'J.-l 10, or within the uionev the city can
raise, not $277,110, as the Mail states.
The city's engineer wants to be on the safe side, so
places outside estimates upon cost. He estimated the cost
of the Fish Lake Ditch proposition at more than the work
as offered to be done for, and estimated the cost of the
pumping system from Kogue river at more than contrac
tor's bid. ,. . .
Speaking ol cost, however, Contractor Dade offers to
lay the pipeline under tbe Dish Lake bid for :.((() less
than the Fish Like company offer to the citv.
