TO A SSUItE SECURITY.
A pertain bank advertises: "This is a safe bank, the
United States treasury deposits with it."
The bank in question is a safe bank, as all other loeal
banks are, but it is not made safe by treasury deposits,
though the government is made safe before a deposit is
made.' Interest-bearing securities must be deposited with
the United States treasury before the treasury trusts any
of its money with a bank.
Government and state require guarantee before depos
iting; why not give the humble citizen a -guarantee also
that his savings will be safe?
"Guaranteed deposits" means that the savings of the
masses shall be secured so that when men and women de
posit their bard earned money in banking institutions they
need not worry for fear it will be lost. This has been ac
complished in Oklahoma by a small tax upon deposits.
which provides a fund out of which the shortages of failed
banks are paid.
The democratic national platform says: "We pledge
ourselves to legislation by which the national banks shall
be required to establish a guaranty fund for the prompt
payment of the depositors of any insolvent national haul
under an equitable system which shall be available to all
state banking institutions wishing to use it."
Mr. Taft is openly hostile to all guaranty systems, but
the small depositors are as much entilled to protection as
the nation is. A bank guaranty plan, such as that suggest
ed by Bryan, works for the benefit of both banks and de
positors. During Jorty years the average annual loss to
depositors in national banks has been less than one-tenth of
one per cent of the deposits, and think of the suffering such
a light tax would save ,ai)d the feeling of security it would
provide both banker and depositor.
TIME FOR ACTIOS IS SO II'.
The rains of the past week have swept out the racks
placed across the Rogue below Grants Pass by the United
State fish bureau, allowing the fish to ascend the stream

in order to prevent the destruction of angling on the

THE WAT EH PROPOSITIOSS.
The cost of the water propositions before the people
h as follows: Rogue River, pipe and pumping plant (per
contractor's bid) $ 1!)7,S( K); Fish Lake ditch, pipeline,
154,100; Big Butte Springs, flume ami pipe, .f'Jb'-J, 110
(flume $110,000, pipeline, reservoir, etc, per contractor's
bid $152,410).
If a pumping plant is chosen, it will l. the Kay propo
sition and mean a saving in initial expenditure of from
$50,000 t o 1)5,000.
If a gravity system, the choice is between Fish Lake
ditch water, 1215 inches in quantity delivered to the city
for $151,100, or IKK) inches of Big liutte Springs water for
1,(L,41(), both within the amount of money available. In
case the latter proposition is accepted, it means the estab
lishment of a large mill with a payroll of 150,000 a year
upwards.

Saloons enn bo handled in our city
and by our city nnd made to pay a
good revenue without the aid of any
company or corporation, nnd I beg to
givo herewith my idea of handling the
situation of that kind.
First Ifavo the city council pass an
ordinance limiting the saloons, bars,
family lirjuor stores or agencies of nny
kind to one for every 1100 inhabitants.
The granting of a license must cover
for 1000 inhabitants thereof, and no
license allowed or issued for nny part
of 1000 whatnver. For example, if
Medford has .1S00 people she would be
entitled to five saloons and the bnl
mice of 800 would be carried over until
Mill ford reached a population of (1000,
and nothing less, nnd then another li
conBC could or can be issued to cover
this 1000.
On the first dny of nny month, ns
decided by the council, of year, they
advertise for bids for tho sale of the
licenses for a period of one year, mak
ing the minimum nmont $1000, with
tho council's option of raising this min
imum ns it sees fit.
Council having full nuthority to re

bid for ono or moro licenses ns it sees
fit, council could neeept tlio same or

total amount, and nsk for new bids for
this part that has been rejected.
This would bring to tho city the first
year, taking the same on the minimum

Tho next year it will bring moro rev
enue, nnd so on each year, and the end
of the ten years Medford will receive
from this source nlone at least half
again ns much ns tho Medford Gothen
burg association offers.
