8oii county has been expending money and labor to carry
on a system of inclTieicnt and shiftless roadways. It i
time that this waste of public money be stopped, ami that,
Jackson county line up with other sections of the Tinted
Stales and build highways that; can be kept in proper re
pair and are passable at all times of the year.
There is but one ameliorable fact in this almost hope
less struggle for reform, and that is that every section
of the country has experienced the same thing. Kuropeau
history tells us of the same objections as meet us today.
Ami so, it is probable that in time .lackson county will be
blessed with as good roads as it is cursed with poor ones
todav, for all that they need be splendid ones.
The properly constructed highway is a boon and a
blessing to mankind and to civilization. In the words of
( S. .lackson, they are "like a great poem, living on in
after years and bringing fame to the man who has built
intelligently and for till time."
There is the economic si.le of the question also. Uood
highways two money savers. ly turning a very poor road
into a fine highway we reduce the cost of haulage by from
five to seven cents a ton a mil.'. Of the cost of transpor
tation over the common roads of the Tinted States com
pared with those of Kurope. a government bulletin says:
"About eight cents a ton a utile is the average cost on
Kuivpcan roads, whereas in the Tinted States the cost is'
aNmt 2.' cents a ton a utile."

for mut improvement. Take the stale of Maryland for
