JcU Tarbell has recently written a history of the Amer
ican iVotective Tariff, which has been running in the
American Magazine, which for thoroughness and impar
tiality ranks with her "History of the Standard Oil." No
one can read it without realizing that the money power
created by legislation is the cause of the low tone of Aineri
an public life.
The high protective tariff theory had been overwhelm
ingly rejected by the nation after several trials, when
the necessity of raising funds for the civil war gave to
that class of harpies that are always found preying upon
a nation in distress, the opportunity for vicious class leg-i.-
ation that aided certain manufacturers to create for
tunes at the expense of the masses.
From the wealth thus created, legislation has been de
bauched, the electorate corrupted and public morality
di.vged in the dust. The great agricultural and horti
cultural classes cannot be benefited by tariff, but they are
i'lrted to pay tariff oil everything they purchase from a
nail to a barb wire fence, from a fruit box to a threshing
machine, that some trust may reap an illegal profit.
The American tariff is the father of triisU It extorts
high prices at home by squeezing the markets it is given
a monopoly in, and undersells competitors in foreign mar
kets. It produces alternate "feast or famine," inflation
and panic, instead of equable' business, but, worst of all is
its corruption of politics, because it makes capital depend
on legislation for profit, resorting to bribery to secure the
needed legislation. "The nation's treasury is emptied t
prevent a repeal of duties, extravagant schemes are invent
ed to spend an unnecessary revenue and votes bought in its
Javor by enormous permanent burdens on the people."
One is therefore somewhat amazed when he sees Presi
dent Rotsevolt striking blindly at the "criminal rich,"
wno are nothing more than the products of special legisla
tion, and at the same time openly advocating this special
legislation which is the cause of the evils he attacks. In
other words, he smashes at results while encouraging the
cause.
Judge Taft, in his campaign speeches, shows that he
does not comprehend cither the causes of our discontent.
His arguments are superficial, for as long as the cause,
which he champions, exists, so long will the effect, whicli
he is willing to fight, follow. And so we have all the trusts,
the "malefactors of great wealth," the speculators of Wall
street, who have recently blasted prosperity with a panic,
and all the beneficiaries of special legislation supporting
Mr. Taft, whose running mate, Sherman, has long been
a trust lieutenant in the house, and whose platform repu-

scorns the demands of labor, and spurns every move de
vised to increase the rule of the people.
