of water Medford needed for present and future uses
Now the engineer and committee figure that 2-18 indies,
or 4,000,000 gallons a day, is ample.
Jf Medford needed 300 inches last spring, its prospects
of growth since have not lessened and it still needs that
amount. In fact, the city had hotter increase the amount
purchased than decrease it.
Rules governing the per capita consumption of water
in other places cannot he applied to Medford. This city,
like Xorth Yakima, should be surrounded by an irrigated
belt of small garden and fruit tracts. The sandy, porous
soil drinks up the moisture, and plenty of water is needed
to-transform a rather uninteresting looking town into
a beauty spot.
Jf the eity spends $3i35,000 and only secures 12-18 inches
of water, it will be paying at the rate of $1-131 per inch
and the 52 inches cut out under present plans mean a loss,
at this rate, of $74,412.
Can Medford afford this loss?
SITUATION IN OHIO.
The Portland Oregonian contains a special dispatch
under date of October 1 from its Washington correspond
ent virtually conceding Ohio to Bryan. The dispatch
states :
"Ohio, the home of the republican presidential nom
inee, has become the most doubtful of all the normal re
publican states. The Foraker following will be antagonis
tic to the republican national ticket in .November. The
situation is most serious. There is lack of good party
organization; there is lack of party harmony, and there
is an alarming lack of enthusiasm. Foraker has not lost
all his strength. lie is still an idol with not a small repub
lican following. There are at least -10,000 negroes, holding
the balance of power in Ohio, who will follow Foraker's
advice, and if Foraker persists in his fight, the republican
ticket will fail."
The situation in Ohio finds a parallel in Indiana, Ill
inois, "Wisconsin, Iowa and other central west republican
strongholds. The use of federal patronage and the big
stick to force Taft upon the party is everywhere resented
by the party, with the result that leaders are resentful
and the rank and file apathetic.

it would be rendered useless through the
lack of docking facilities. A hoard
