The Portland Country Club and Livestock association begins its initial meeting today. The exhibit of livestock surpasses that shown at the Lewis and Clark exposi tion, and the races will bo tho host ever witnessed licre. The great mho track just completed at a cost of $27,000, the immenso barns and steel fraiuo ampi theater, yivo tho grounds nud surround ings an appearance of solidity and per manence. The track is considered the best drained that has been built in this part of the United States. There is a Hteam railroad line into the grounds, in addition to a splendidly equipped elec tric line; in fact, tho latter has been tested nnd foiiud capable of handling 45 ears at ono time. Together these lines will relieve the grounds of 7000 pcoplo within tho first 15 minutes after a meeting. No event lias taken placo in tho last year that will be more beneficial to the Pacific northwest than tho visit of the delegates in attendance upon the na tional convention of tho American As sociation of Traveling Passenger Agents rheso men havo traveled through Wash ington, spent threo days thoroughly in vestigating Seattle, whero they held their convention, visited interesting points on the sound, then came to Port land, where they spent a day before making the Columbia river trip. Here they disbanded, going to many points in Oregon, aslungton and down through California. The traveling pas senger agents meet thousands of people every year, nnd influence a vast amount of travel. Missouri Successful With Hogs. Tho Missouri river valley is ono of the most successful hog soctions of the United States, and corn has always been the basis of this industry. Today one of tho most popular stock fattening foods in tho Missouri river region is a mixture of alfalfa meal and sugar beet pulp, which is produced in Colora do. Advices recently received from that state hIiow that numerous new mills aro being erected, and certaiuly the Pa cific northwest should give this in dustry every possiblo encouragement, and this is particularly true sinco the great intornutiona lconcerns like Swift & Company and others have decided to locate upon tho Pacific coast, and they aro now spending millions of dollars in building their plants at Portland. A good, reliable fattening food equal to corn would make this section of the United States the very richest portion of our great republic. Tho Hood liiver Applegrowers' asso ciation havo just closed a contract for 80,000 boxes of the growing crop, nnd now have under discussion the sale of 150,000 additional boxes. It contains an exhaustive ac count of the methods adopted by other states for the training of teachers, and discusses fully the so-called Laue county plan ror the establishment of country high schools. To quote from it: "This plan will allow country dis tricts to organize high schools, as the tuition is to be paid by the whole county. The country high school can havo as good a teacher as the city high school. Inasmuch as this plan allows any enterprising district to start a high school it does away with the necessity of a vote. The trouble with the Union High School law is that it requires a majority vote of all tho districts before tho high .school is started." Under its working, some four or five high schools aro being established in Lane county in places where it was im possible to maintain them before A small county tax is levied nnd each high school student, regardless of location, draws his share of tho tax; tho more high school students, the more money tho district draws from tho county. Under this law, country high schools can be established in every group of districts in the state that is not over twolvo miles in extent, nnd that has fifteen or twenty pupils that can at tend high school. The legal form that is necessary to secure a voto is given, nnd the Bulletin can bo secured freo by writing to tho Registrar of tho Univer sity. PROHIBITION DOES NOT " PROHIBIT IN KLAMATH KLAMATn FALLS, Or., Sept. 21, This city is now engnged in the dis mission of the difficult question "How to Make Prohibition Effective." At the election last Juno Klamath county went dry, carrying with it tho city of Klamnth Falls, which wont wot by big majority. On the first day of July, in accordance with the local option law, nil saloons went out of business. Many of them were changed into fruit storos and soft drink establishments, whore only "1 per cont" is supposed to be sold. Since the reign of the local option law, however, thero has been a very slight, if any, decreaso ia the amount of drunkenness in the city, and suspicion points very strongly to somo of these iruit stores. Plain drunks who have heen arranged in police court have testified that they got whiskey' in certain soft drink em poriums, but still there have been no orosecutions. The city authorities claim suppression of blind pigs is up to the county, as all the fines to bo derived from conviction in such eases go to the county. Tho city aims to wash Hb hands of the whole matter, and tells the county, which is responsible for prohi bition, to make good the protection promised under the law prohibiting the sale of liquors. About the only difference locnl option hns made hero is that the city does not get tho license money which was ap proximately $5000 annunlly. It is said if conditions do not change that in two years Klnmath Falls will go in the wet column. Tho feeling seems to be that if tho city must tolerate tho sale of liquor within the corporate limits, it is far better to be in a position whore it can control tho trnffic and derive a revenue. CALIFORNIA STATE GUARD TO ANNUAL ENCAMPMENT SACRAMENTO, Cnl., Sept. 21. Ad jutant (lenoral J. B. Lanck has issued orders for tho nntioual guard to attend tho tri-stato encampment of United States soldiers at Ascadero, which will begin October 4 and end October 15. Tho orders command tho officers of the various regiments to report the arrival of their organizations at Atas cadero to tho brigadier general of the camp. Brigadier General L. B. Lauck will bo on duty during tho entire en enmpment. Colonel Arthur W. Brad bury, assistant adjutant general; Col onel Wiuslow Anderson, surgeon gen eral; Colonel Frederick J. Amweg, chief engineer, and Colonel Paul M. Nipport, aide do camp of the governor, will re port for duty October 9. Tho following organizations of the state will attend: Commanding general, First brigade and staff, First company signal corps, Second company signal corps, troops B, C and and D, cavalery, Second in fantry, including hospital corps detach mont, Fifth infantry including hospital corps detachment, and Seventh infan try including hospital corps detachment. Ashland Commercial College. This institution opened last week un der favorablo circumstances, and with nearly twice the enrollment of last year at tho first of term.
