'any guarantees to surmount any and all difficulties at a
total cost for two-fifths more water of $50,000 less than
that of a system from Wasson canyon.
The Wasson ainyon proposition calls for the payment
of $25,000 for 300 inches. There is 160 or 170 inches flow
i in the canyon. If the 'city concludes the bargain, this flow
must be supplemented from the Slinger ranch from north
fork of the Little Butte, and, as Councilman Eifert asserts,
it will be a case of "mixed drinks" for the city at a total
cost exceeding by $10,000 or more the original' bond issue
of $300,000 but then, mixed drinks are the most expen
sive, anyway.
The fuller and freer the discussion of the water oues-
tion from now on, the better, for the people who are pay
ing the bills want all the information possible and will not

The deadlock in the city council over the choice of
a water supply is primarily due to the policy of secrecy
which the water committee has shrouded its actions from
the start. The majority of the committee has not seen
fit to take either the council or the public into confidence,
and recently has not even consulted the minority of the
committee.
An engineer is being paid $7000 a year to rejiort upon
the various propositions. What reports he lias made have
been to the water committee or in the shape of interviews
in The Tribune, for hoik; have been made to the council
and none are on record at the recorder's office. As a
result, neither the public nor the council know what the
engineer thinks of the various propositions, and so are
not in a position to satisfactorily pass upon the various
propositions.
When Engineer Kelsey was employed by the city to
make a preliminary report upon the various water prop
ositions, he filed an elaborate typewritten report, accom
panied by maps, diagrams and photographs, detailing the
merits and demerits of the various propositions then con
sidered. His work was quite thorough for the length of
time allowed. An exhaustive report upon the several prop
ositions considered is now demanded of Kngineer Rob
erts, so that council and people may know "where they
are at."
The chairman of the water committee states that En
gineer Roberts made an adverse report on the Applegate
proposition. The public has never seen this report and
the engineer's interview as published in The Tribuiu
his return from inspection, was most favorable to the
proposition, as was his statement to Councilman Eifert

The charge was made in the council by a member of
tho water committee that only one proposition Wasson
canyon had had a fair hearing before the committee,
which had shelved other proposals, ami circumstantial
evidence corroborates this statement -for since the start
the majority of the committee lias favored this proposi
tion. Certainly no extended examination of other prop
ositions has been attempted, or if attempted, no report of
the same has been filed.
It is hard for a layman to figure the interest that Ku
vecn & Co., the bond buyers, have in Wasson canyon or
their gratuitous advice, always on tap when the question
comes up in the council, telling the city to stick to Un
original plan. This concern is paid $1S,'J50 bonus for sell
ing the bonds, and why it should dictate to the city how the
money snoulu be spent passes comprehension, as long as
a gravity system is secured, unless Nuveen & Co. is in
terested in the contracting firm who expect to secure the
construction of the pipeline, the American Light and Wa
ter company, whom they so strongly recommended for the
job.
When three of the councilnien who favor Wasson can
yon, first, last and all the time, failed to secure passage of
a resolution favoring this source, they left the council
chamber to prevent a quorum and block action endorsing
any other source of supply. Is it possible that it is Was'
son canyon or nothing with Messrs. Merrick, Wortman
and Trowbridge, and that they would prevent the city's
securing water from any source other than that chosen
by thcinf Such an attempt to force Wasson eanvon 01
any other proposition will be resented by the public.
Ihere are three propositions before the council, each

the Fish Lake company ami the Sterling Mining com
pany. It is the relative and comparative merits of thest
three proposals that must be considered and we have t in
word of a member of the water committee that neither

The Pish Lake company claims the only iticontesf ible
water rights in the country, it has 5000 (ir more inches
stored in Fish and Four-Mile lakes, beside- the flow of
the north fork of the Little Butte. The members of the
water committee admitted that thev could not .lislinm.wli
between the quality of its water and that of Wasson can
yon. The water can be diverted at anv point alone the
