Machine leaders arc making a strong effort to induce
Statement No. 1 republicans to repudiate their pledgets and
vote against Chamberlain for senator on the ground that
in voting for a democrat they are "betraying the party."
Which is the worst, this so-called "betrayal of party"
or actual betrayal of the people V
What is government supposed to represent, the politi
cal party or the people? Whose will is law, the "party's"
or the people's?
What is a political party? An organization of office
seekers, financed usually by corporations, which expect in
return special legislation to enrich the few at the expense
of the many, and so secure an unequal distribution of
the profits of labor. The party champions certain princi
ples, which reflect public demands, and promises certain
legislation, to secure needed votes.
The political party is merely a means to an end, an
evolution of politics to suit the need of the hour. When
parties fail to respond to popular demands, they die, as
the old whig party died, and new parties, with leaders
who grasp the wishes of the people, take their places.
There is nothing sacred about a political party. In
a big city the organization consists of ambitious office
seekers, big business interests wanting special favors, dive
keepers and toughs. In the country, petty grafters take
the place of the divekeepers.

fulfill their pledges to the people by voting for a senator
the people want, and how could it be meritorious to vio
late sacred pledges and wear the mantle of dishonor to
please the corporation in the background?
When a political party is faithless to the people from
whom it obtains its existence, and the people find it out,
then that party is doomed. And if the discredited repub
lican party leaders of Oregon, led by the foolish Fulton
and the jaundiced editor of the Oregon iau, do not cease
their counsel of reaction, repudiation and dishonor, their
advocacy of the betrayal of the people, then the republican
organization in Oregon is doomed, for Hie people will have
none of those who flagrantly betray them.
.SEED FOR HOOD HO ADS.
Medfoixl and .Jackson county should be well represent
ed at the state good roads conference that meets in Portland
next week to inaugurate a united and concerted movement
to place the state at the head of t hose common wealt lis boast
ing of good highways.
The county judge and the county nmissioiiers should
be there, as well as a strong delegation of citizens, for the
county's greatest need is good highways. No section in
the state should have better roads, and few now have poor
er, than .Jackson county.
Oregon probably has the worst system of roads of
any state in the I'liion, certainly the worst of any western
state. And there is no excuse for this coudit ion of affairs,
except the inborn lethargy of the mossback, for nature has
placed in convenient abundance all those essentials for
the making of highways.
With the awakening of the state to a realization of
natural resources and its possibilities, there has come also
an awakening to the miserable condition of its highways,
and the necessity for bettering them. The meet ing at Port
land will start the ball rolling.

William It. Kayncr, son of Tinted
Slates Senator Isidor Kayner, lias been
placed iu an asylum by his father as
the result of a consultation vesterdnv

sued her for divorce. In fact, it is
claimed that Mrs. Fisher has been more
or less the com pan ion of young Ray
ner since he left the city lust March,
and when he was brought home from
Norfolk by his father on Wednesday
night, Mis. Fisher, who was aboard the
vessel, created considerable excitement,
and at one time, it is said, attempted
to throw herself from the steamer into
the bav.

The city of Medfoid doth ordain as
follows:
That the district included within the
following boundaries, iu the city of
Medford, Oregon, is hereby established
as and declared to be in Sewer District
Number Six, to wit:
Beginning at the seetiou corner be

37 south, range 1 east of Willamette
meridian, and sections L'." and 'AG, town
ship .(7 south, rango 1 west of Willam
ette meridian, and running thence west- ,
erly along the corporation boundary of

cution of a contract with Robert King
for making taps and connections with
the newly installed distributing system
of the water supply system of the city
nf Med lord, and providing the terms
thereof.
The city of Medford doth ordain as
follows:
Section 1. The mayor and recorder of
(he city of Medford, Oregon, are hereby
authorized and directed to enter into a
con! met in writing with Robert King,
in words and figures as follows, to wit:
This Agreement, Made and entered
into between tho city of Medford, Ore
gon, lierei natter called the city, ami
Robert King, hereinafter called the eon-

Wit nessel h: That in consideration of
the premises, and of the payments here
inafter provided to be made, the said
out ractor hereby expressly agrees to
make for the said city all taps and con
nections with the water mains of said

pipes to the curb line therein, accord
ing to and subject to the plans and
specifications heretofore furnished by
