the committee, the city to build pipe
line, filter ami reservoir at a cost of
approximately $10M,00t), the entire plant
tu bo leased" to the company for IIO
years, the pumping expense to bo paid
lor out of the profits, of which the city
receives tlii per cent. Kates on water
arc to be fixed by the city aud the sink
ing fund, boud interest, etc., tu he paid
from the receipts. If the income from
the water rentals' does not meet these
fixed expenses, they will have to be
met by higher rates or taxation, but
all fixed charges are to be paid before
the power bill for pumpiug. The city
will receive water for municipal pur
poses free. The contemplated water
rates are from 6 cents to 15 cents per
thousand gallons, nceording to the quan
tity used.
W. P. Bullock of Chicago, consulting
engineer for Nuvceu & Co., who pur
chased the city water bonds, is cxpeet
eu today to examine records and pass
upon the city's plaus before the bonds
are issued.

JEWS THROUGH RUSSIA
BERLIN, .Inly 20. A general slaugh
ter of .Jews throughout all Russia has
been planned by M. Kushevan, the fa
mous anti-semitie leader, according to
information received here today.
Rushevan is said to have organized
the horrible Kishineff program of 1!M)3,
which was the worst massacre in the
history of the attacks on the Jews in
Russia!
The statement made here says that
Rushevan 's now plan contemplates sim
ultaneous attacks on the .lews in prac
tically every city in Russia where they
reside in great numbers.
It is hinted that the massacres are ar
ranged to begiu on the Jewish New
Year, early in October. The pint is the
most daring and astounding ever con
ceived by the anti semitics, who are,
however, believed to be pledged to the
extermination of all Jews.
Profiting by former experiences, it
is reported that the Jews are accumu
lating arms, and instead of a one-sided
massacre, this time it will he u man-to-man
encounter in every case, if the in
formation proves correct.

Master Fish Warden U. t McAllister
will appoint Edward Clautou of Grants
Pass as deputy fish warden of southern
Oregon lo succeed John D. Wilson of
A'oncalla, who, it is rumored, is slated
for removal October 1. Fear is express
ed in Medford that a Grunts Pass man
will be a poor wardeu because of friend- j
liuess to his neighbors and Iriends. who
are the chief violators of fishing lows,
aud the real cause of the present Bear-!
ity of fish in the Kogue.
The Kogue river and its tributaries
need a man who can devote all of his
time to it. At present there is a deputy
une warden at a salary of $00 a
mouth, who is also a water bailiff. When
Mr. McAllister was in Medford recent
ly he promised local fishermen that by
ombiuiiig with the game wardou, a sal
ary of $So a mouth could bo paid. He
recently notified the game wardeu that
nly $00 would be paid, and unless u
higher salary is paid no one worth while

money enough from Hume's $500 fine

The Gulden Drift dam and the failure
to enforce tin law is blamed by anglers
for the present shortage of fish. Fish
ermeu are allowed to fish below the
dam aud no attempt is made to enforce
the law, and on account of the influ
ence of the Fishermen 's union at Grants
Pass renders a conviction next to im

he expects to receive a message from

National bank, returned Monday from
a two weeks' camping trip with his
family and A. K. Renmes and family
on the headwaters of the Little Apple
gale, lie slutes that a very enjoyable
rime was had. The weather is cool and
the nights freezing in the mountains,
which were climbed to the snow line.
Two deer were bagged and all the trout
caught that could he used. Mrs. Orth
and Ihe others remained in the hills.
