In his decision on the Medford charter .Judge llanna
takes au unwarranted slap at the initiative as follows:
"At first thought one must seriously doubt the fad of
the legislature ever conferring such unusual powers upon
the city of Medford or any other corporation, but after
the adoption of the initiative, we can expect almost any
freak legislation."
Jf the Medford charter was freak legislation, the ini
t iati ve is not iu any way to blame. The inil iai ive had noth
ing to do with the Medford charter. It was one of many
similar pieces of legislation put through by the legislature.
Jt was to stop the freak legislation, the legislation in
behalf of special interests, and introduce legislation wanted
by the people and kept from them by the special interests
in control of the legislature, thai the initiative and refer
enduni was adopted.
One thing is certain, the laws pul through hy the inilia
live compare very favorably with many of those adopted
by the legislature.
If it is freak legislation to confer upon a city the rigid
to regulate it own affairs, then the .Medford charter is
freak legislation. In no other light can it be so const rued.
Whatever kind of legislation it is, the legislature, the old
method, and not the initiative, the new method, is respoii
sible.
