Advantngos of Electric Fan Iloating
and Ventilating System Now Used
in Most Modern Schools System Is
Near to Perfection and Economical.
T. A. Helfriilgo, representing the W.
U. McPhersou company of Portland, is
iu Mi'dfiml ti confer with tho school
' linnnl rcurtling the installation of a
: muitorn heating ami veutilut ing system
. in tho now' high Hchool.
Advantngos of System.
"1 am here simply to lind out
whether the liounl wishcB to install a
direet or indirect system," said Mr.
Helfriilgo. "We represent tho Plenum-
Kan system, now in use in over lilt
schools in Portland, and in numerous
other cities. We lire not here to fig
tiro on at iii in or hot water heating,
though wo do such work. Modern hy
giono demands vent i In t ion in the school
room ns well as heating, "ml our sys
tem both heats and ventilates. Tho fan
Is the only practicable way to ventilate
and tho saving in fuel by our system is
GO per cent over steiun or hot water."
"Home of the grout advantages of the
an system are: First, n heating plant
J which heats and, al the same ti , and
Sit no additional expense, ventilates the
building as well; second, a plant with
which it is possible to regulate the torn
perntuni of any room uniformly; third;
the system hns been shown iu nnmer
oils instances to consume much less fuel
than anv other and with better results
fourth, a system requiting much less
attention, labor nnd Icsh skilled al
ten.lunt. The unlimited possibilities of
this system miike it ndapted to any size
building nnd of nny character.
Is Noar to Perfection.
"Tim fan system is, wilhout tpieslion,
the nenrest to perfection yet devised,
nnd ill fact is the only one which in
practice supplies the necessary air re
quired to maintain the proper standard
of utmospheric purity iu upai1incntn'ih
which the cubic space per occupant i
relatively sniall, such as woulil obtain
ill schools, halls of audience, elc.
"The fall system in brief conlein
plntoB, first, a fan; second, an nil heal
ins medium: third, a motor, for either
atonm, electric, water or other power;
and fourth, air -conveying duds. The
fan, where tho air supply is large, is
constructed of steel plate. Such con
striltcion admits of many different
forms, discharges, etc., and ia addition
combines strength wilhoul excessiv
weight.
Tho nirlieating medium may be of
three distinct forms, stonin coils, hot
water coils, or warm air (so called)
' furnaces. '
"The air conveying duets, on account
of 4voiiomy iu first co-it, lire usually
built of sheet steel, and obviously may
be of nny form to fulfil die require
tnents id' the space they ate to occupy.
How tho System Works.
"Jll operation, fivsli air is drawn
from some convenient point out of
doors to the fan, which toivrs i, at a
high velocity, over the healing mr.lii.m,
through the duets and into the apart
x nionts to bo ventilated, generally
through registers or grills l.icaied in
such n position as to prevent nil disa
greenhlo drafts about the occupants.
The vitiated ami cold nir, by reason
of its greater density, is continually
forced downward, and near the floor
lino escapes through similar registers
to ventilating flues, which are gener
ally curried to the attic of the build
lap. Where these flues lire usually
vertical, nml without bends or other
frictionnl influences, the slight pros
suro always created within tin' room bv
the constnnt inflow of air, is sufficient
to force out the impure nir, but where
tho air must pursue any but a direct
course, au. auxiliary exhaust fan is lie
nrrensaiy. "
ANDREWS ON SCIENCE
OF ROAD BUILDING
Camlidato for County Commissioner
Tolls What Is Needed in Building
Highways Benefit to County Re
suiting from Permanent Improvement.
In this jitfo of what in if; lit he culled
the new ru of politics, when tho poo
pic nru nlmwing a riifipomtion to nttend
lo their own Ihihhichh politically, it in
perlmpH only fair that n candidate who
is honored by having his name placed
upon tho ticket for primary election i
Hlitmld statu in a plain and straightfor
ward manner his principles and inten
tions, should ho he the lucky candidate.
The office, of commissioner is often
lightly looked upon and often thrown
lo nny one who will accept it, but in
our opinion it ih one of the most, if not
the most, important elective office of
tho county. Wo aro just wakmH up to i
Ih f ;;ct that wo have tho most bountl-1
fnl and fortilo valley on tho entire Pn
eific connt. IVoplo from the east had
to conio in and tell us this, but I am
glad to say that we are convinced.
Their first criticism and solo objection
to the Kogue Hivor valley is the condi
tion of our roads, and it is on account
of this much-needed improvement that
tiiko the hearty interest in the pres
ent campaign, and I may say right here
that the platform upon which T intend
to rim, if NiicccHsful in the primary,
is n platform built of crushed rock and
not Hands from Bear creek or any other
creek which contains about 40 per cent
mud.
Sclonco of Road-Building.
Tin building of roads ih a science
and if built upon Kcicntiric linen with
the abundant material at hand iu thin
county they will wear a lifetime with
hut lit I le repair. The first t hing in
road building in to took well to proper
drainage. Second, in a grade with mif
llciriit pitch to form a water nlied, ami
w id t h enough to allow two loaded
teams to pass. Third, a stone founda
tion of huge rock, covered with crimhed
rock sufficiently fine to form a Htnoolh
sinTaci' and rolled down and packed.
Benefit Each Section.
When out HtupH to consider the fact
I hut a good road, especially through '
our heavy black laud, will immediately j
inhl $".11 ter acre to its value, one can'
begin to appreciate the value of proper!
highways t h rough the county. It is
line the building of roads is expensive
and the needs of the entire county can- j
not me met at once, consequently a j
careful examination should be made i
and first improve such thoroughfares ns j
will opea the way from the more thick
ly set I led communities to their nearest
market. I'or instance, a mile of road
connecting with the new road built last
year from Med foul toward I'ngle Point
with tin Central Point road running to
A gale won hi give the people of lry
Creek, Antelope, Little Unite nnd Eagle
Point a good road into ( 'en! nil Point
any time ot the year. And there aro
many instances of this kind throughout
t he count v which, in our opinion,
hould have the first attention.
Il is a short sighted policy to discrim
n.ite by favoring one section more than
auuther. 1 know of communities that
e paid taxes for .'tft vears and never
had a rod of good road built in their

HOMESTEAD NOT EXEMPT
UNDER WOLVEBION'S RULING
Itcsidcucc uii n homestead by a fam
ily of two or more persons is required
if the premises are to be exempted us
an asset under the bankruptcy laws.
This was the decision of Judge Wolver
tou in the Cnited HtntoH court in the
case of Henry ('. f!ardener, a bankrupt,
who contended that his homestead at
Orain could not bo included as an as
set i;i liquidating his debts tinder the
bankruptcy laws. i
Judge Wolverton held that since only
the bankrupt himself had resided on
the homestead, he cannot declare it ex
empt under bankrupt laws. "Although
such premises may still constitute his
dwelling place or place of abode," said
the court, "yet he cannot claim them
exempt for the reason that he alone
does wot constitute a fa mil v."
