BOTH HOUSES OF CONGRESS
WASHIXOToN, March 7. In spite
of opposition among republicans of both
houses, notwithstanding a general feel
ing that it may be a mistake, it is
pn It y well settled that the A Id rich
hill, in some form, is to pass both houses
in congress and become law. It will
pass for no other reason than that "it
is the Aldrich bill or nothing," as I
pointed out some time ago.
This measure is now conceded by al
most - every one to be a makeshift, u
'op gap, u mere tub to a whale, !'n i

it and promised to sign it. lint he has
d so reluctantly, and upon the sole
ground that "it is better than noth
ing." Here he is in line with the prevn

badly neglected, with the result that

diseased. All kinds of pests have found
