Postal Inspector Looking Into Actions
of Men Who Locate People Upon
Land in Railroad Grants Many
Technicalities Involved.
O. C. Riches, postal inspector, who
has been investigating $hu actions of
land locators who have been securing
homesteaders to inuke offerings to the
Oregon & California railroad on the
prospects that the land grunted the
company some years ago is eventually
to be put on the market at $2.50 uu
acre, returned last night from uu ex
tended trip in Washington and Idaho,
states the Portland Journal.
Mr. Riches will make the report of
his findings to the United States dis
trict attorney of Oregon. Should" the
question be taken before the courts and
it is foud that the actions of the lo
cators nro illegal, several thousuud per
sons will be affected as they have been
making these filings for months. Many
technicalities are involved, however,
nud it is an open question iu the minds
of many whether the laud agents are
doing any business which could be con
sidered irregular.
Use Mail to Get Clients.
Owing to the recent report of B, D.
Townsend, who investigated the grant
last fall for the department of justice
and whose report was to the effect
that the government should take steps
to compel the railroad to carry out the
terms of the land grant, these locators
have been unusually busy.
Their business is not confined to Or
egon nud extends over practically nil
of t he states of the nort Invest. M r.
Riches has been in Spokane nml other
Washington towns where these agents
are particularly numerous and where
they have been using the mails to
carry on their business.
The business of the locators is to se
cure cusromers and have them make
offers to the railroad company of $400
for U!0 acres of luud grant holdings.
The offer, of course, is refused. Rec
ord of the proposit ion is made with
the clerk of the county in which the
laud is located. The claim of tho lo
cators is that if the railroad is forced
to enrry out the terms of the land grant
those who are now making their filings
will be given the preference, owing to
the offer for the land, and that event
ually they will come iu possession of
the property.
May Lose Fees Paid.
Most of this laud lies in the coun
ties between Portland and the Califor
nia line. ('. 1. Kcnvengood, an attor
ney of Roseburg, is one of those who
hns located numerous homeseekers.
The locators, Mr. Niches found,
charge from $50 to $58 for heir serv
ices, furnishing a -survey and descrip
tion of the land desired, and nn esti
mate of tho timber, besides attending
to the other details of the trnnsnction.
At intervals the agents go to San Fran
ciseo with the names of those desiring
land and make an offer to the railroad
officials. Upon refusal they return to
the county seats and have the offers
recorded.
If it is found that the dealings of
tho locators are not irregular and that
those now making offerings to the rail
road are to be given preference over nil
other applicants, several thousand per
sons who have entered into these deals
t will get 1(0 acres of hind for $400. That
is in case the railroad is forced to curry
nut the termt.. laud grant agree
ment. Should it. be found thnt the business
is legal, the homeseekers will lose the
money paid the locators and the agents
prosecuted for obtaining money under
f:ilu pretenses.

WEDNESDAY THE BEGINNING
OF THE LENTEN SEASON
Phenomenal interest iu the fruit-
packing industry throughout tho state
of Oregon was mude during 1007. Un-
ler the direct encouragement of the
Southern Pacific company tho number
of canneries has increase and the acre
age given over to fruitgrowing to sup
ply Hi canneries has increased ac
cordingly. This has been due largely
to the efforts of ( A. Malboeuf, dis
trict freight agent for the Southern
Pacific lines in Oregon, states the Ore
gouian.
Tt is. Mr. Malboeuf s plan to foster
the cjinuing of small fruits in this
state until this shall become a very
great industry. All conditions, he says,
are favorable to the success of this
plan. Meetings of fruitgrowers have
been held under Mr. Malboeuf 's direc
tion throughout tho Willamette valley
and a great impetus has been given to
make Oregon a great fruitcanning
state. The movement has had the in
dorsement of the newspapers nnd the
active assistance of commercial organ
izations throughout the valley.
Increase in Acreage.
The interest of all sections in fruit
canning is shown, not only by tho com
mercial bodies, but by practical fruit
growers, and the increase in the acre
age of fruit and vegetables grown only
for canning purposes is remarkable. Tn
H'OG there were only four fruit-enn-nprics
in tho Willamette vnlely. Tho
annual capacity of these plants was 05,
000 cases of fruit. Tn 1907, as the re
suit of development work done by the
Southern Pacific, three additional can
neries were put up, making a total ca
pacity of 75,000 cases.
Tn 1908 there will be built, or under
construction, three additional canner
ies, making a total of ten big fruit
packing plants in the Willamette val
ley, with a minimum capacity of lfiO.
000 cases. Two of the canneries built
last year have done so well that they
will double their capacity in order to
take care of the coming season's crop.
Canneries are now in operation, dur
ing the fruit season, at Ashlnnil, Grants
Pass, Eugene, Salem, Yoncalla. New
canneries have been built or nro be
ing built at Medford, Monmouth nnd
Newberg. Cannery companies have
been established and will build plants
in time to enro for tho season's crop
at Corvollis, DallaR, Woodburn nnd
Monroe. In all probability Roseburg
and West Seio, too, will build and equip
canneries this year.
Cars of Canned Fruit.
Tn the vicinity of Salem hundreds
of ncres hnvo been sot out in cherries,
berries and other small fruits. Fruit
tracts are in greater demand .than ever
before. Lane county is going to make
a specialty of growing cherries, and
hundreds of acres are being sot out in
the vicinity of Eugene. Several hun
dred acres of tomatoes will be planted
in the vicinity of Grants Pass nud in
tho I'mpqua valley, which is ono of the
best tomato-growing sections of the i
state. The tomato acreage will Ih j
greater than ever this year, provided j
a cannery is established at Roseburg.
Tho total number of cars of canned
fruits shipped from Oregon in any one I
sen son has never been over 1.00. Under
ordinary crop conditions, shipments
will easilv reach 2"0 cars this year.

the state will be sending away 10(10
cars within the next five years.
Special rates have been made by the
Southern Pacific company on canned
goods and on tin nnd all cannery sup
plies and all possible encouragement is
being given the industry with a view
to fostering and developing it to the
fullest extent.

Putte Falls are visiting with their
grandfather. Judge Neil.

ly ill with pneumonia, was pronounced
out of dnnger by the doctor yesterday.
The first political rally of the season
was held nt the town hall last night.
Rev. Mr. Shields of the Medford Pros
byterian church spoke in behalf of the
Anti-Saloon league. The school band
and the old band have combined and
furnished first-clnss music on the street
before the speaking.
